About this file
This document is a Justification & Approval for Other Than Full and Open Competition form for a sole source contract extension. The National Park Service (NPS) requires a bridge contract for preventative maintenance services at Alcatraz Island from July 11, 2025, through August 29, 2025, to prevent service interruption during a pending GAO protest resolution. The contract will be awarded to Alcatraz Island Services, LLC (AIS), extending their existing contract under FAR 6.302-2 for unusual and compelling urgency.
The contract extension is necessitated by a procurement dispute involving a previous small business set-aside contract awarded to Unify Now, which was protested by Madison Services. A previous protest was dismissed, but a new protest was filed on May 8, 2025, with a GAO decision expected by August 18, 2025. Without this bridge contract, island operations would be significantly disrupted, including potential cessation of critical systems like fuel delivery, water and wastewater management, and the photovoltaic power system. The seven-week extension is the most cost-effective and lowest-risk alternative to maintain continuous operations for park staff and visitors.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR Part 2) UP TO SAT (See FAR 13.106-1)
Date: 05/27/2025 PR Number: 0044019667
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
The Golden Gate National Recreation Area (GOGA/GGNRA), with an annual visitation of over 17 million, is in the San Francisco Bay area and is one of the largest urban parks managed by the National Park Service. A short list of the park’s cultural resources includes 5 significant National Register Districts and nearly 700 historic structures. The scientific and educational value of the park’s natural resources is so significant that the entire park has been designated as part of the California Coast International Biosphere Reserve.
An iconic site within the GGNRA, Alcatraz Island is a designated National Historic Landmark (NHL).
Some structures on the island date to the pre-Civil War Era and the Main Prison Building, completed in 1912, is a primary contributing feature to the NHL status. The island is also home to a few species of colonial water birds that have protection under the Migratory Bird Treaty Act. Alcatraz has over 1.6 million visitors annually, with over 5,000 visitors daily, and is consistently rated as one of the top travel destinations in the United States.
The NPS requires preventative maintenance services and the contractor carrying this out is responsible for successful and effective performance, daily, on Alcatraz Island. Accordingly, NPS has in place an award (140P8625P0001) to Alcatraz Island Services, LLC (AIS), a large business, for preventative maintenance at Alcatraz Island. This award extended through January 10, 2025; however, FAR Clause 52.217-8 has been exercised a few times (see below protest-related events) to extend performance until June 10, 2025, and will be extended one final month to July 10, 2025.
On September 26, 2024, the NPS awarded a 5-year preventative maintenance services contract at Alcatraz Island under a Small Business set-aside to Unify Now, which would have replaced the AIS contract. But a competing vendor, Madison Services, Inc., filed a GAO protest on October 4, 2024, which automatically stayed performance under the award to Unify Now. After considering the protest, the NPS proposed corrective action including, as appropriate, reopening discussions with Unify Now and Madison Services.
The GAO dismissed the protest as academic on October 30, 2024. Thereafter, the NPS conducted corrective action and, on May 1, 2025, issued a new SSD and awarded to Unify Now. On May 8, 2025, Madison Services filed a GAO protest. Our report to GAO is due June 9, 2025, and GAO expects to issue a decision by August 18, 2025. Thus, the NPS will need to put in place this bridge contract extension to take us through the end of August 2025 to prevent a lapse in service.
This contract extension will be awarded to AIS under the authority of FAR 6.302-2, Unusual and compelling urgency, and will result in a firm fixed price purchase order to AIS for continuation of
