for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
This requirement is for WING (existing collar brand name) collar replacement on two Almar Emergency Response Vessels/Watercraft. Both vessels have collars which are severely deteriorated and failing. The coating has degraded, and the covering of the collars has disintegrated. Both collars need replacement in kind. These vessels are mission essential as they provide emergency support services such as Search and Rescue, Law Enforcement Operations, and Natural and Cultural resource protection support. These collars also protect the vessel from contact damage and other vessels from damage. They provide needed stability and control at slow speeds for rescues, as well as a measure of buoyancy for the vessels. The anticipated cost based on market research is $66,068.00 total to replace both collars.

______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
Explain:
If we do not have these replacement collars the park will be unable to use these two vessels on Lake Superior, putting the public and employees at risk. These are the only two vessels capable of performing rescue and law enforcement operations in the park. In their current state, if not repaired in a timely manner, they will be unusable as they will not be able to safely embark on critical missions. It is critical that these collars are replaced as soon as possible, preferably prior to putting the vessels into service for another season. Given the lead times according to market research for comparable vendors, there would be a 24 month lead time on repairs. Lake Assault Boats was the only vendor that replied positively and is the only vendor can both purchase and install them expeditiously (prior to putting the vessels into service in April of 2024), and locally which eliminates costly shipping and handling. Lake Assault Boats is within an hour and a half by trailering the vessels, and has advised that they can purchase and install the collars in a timely manner. The park rescues between 15-30 people from the water every summer using these vessels. In addition to the saves, we respond to dozens of EMS/SAR and Law Enforcement calls.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:
Market research was done and determined that the only viable option is to go with the identified local vendor. No other Vendors responded with interest, quotes, nor offers. In fact, other than Lake Assualt, there was no vendor willing to provide a turnaround time of less than 24 months. The park can quickly deliver the vessels to Lake Assault and they can begin removal and repair of the collars within 6 months as they noted when market research was conducted. Lake Assault Boats is the only vendor that can both purchase and install them expeditiously (prior to putting the vessels into service in April of 2024), and locally which eliminates costly shipping and handling. Lake Assault Boats is within an hour and a half by trailering the vessels, and has advised that they can purchase and install the collars in a timely manner, ensuring they will be repaired and available for April of 2024 when they go into service next spring for the operational season.
