About this file

This is a Justification & Approval document for other than full and open competition for a simplified acquisition over the micropurchase threshold, dated January 23, 2026, with PR Number 0044036726.

The procurement is for emergency water hauling services requiring a minimum of 8,000 gallons of potable water per day for up to 19 calendar days. The water will maintain a critical water level of 59,000 gallons in a 500,000 gallon water tank at Big Bend National Park to ensure individuals living in housing and wet pipe fire suppression systems have adequate water for life, health, and safety. The justification cites urgent and compelling circumstances, with critical services required to begin January 23, 2025 and continue daily for 14 calendar days. The water tank pump has failed and is under repair, creating significant risk to life, health, and safety if the critical water level drops below the minimum threshold. Market research identified a subcontractor already on site at the park with equipment and established familiarity with the facility and its operations, making this vendor best suited to provide the emergency services. The document is signed by Chief Ranger Steven Cape, Contracting Officer Brian Dankmeyer, and Warranted Individual Anale' Young, with digital signatures dated January 23, 2026 and January 28, 2026.

Text8: Market Research was conducted as follows - This vendor was discovered as a subcontractor providing water delivery services on another project in the park. They will be able to easily facilitate this action specific to the 14 consecutive days because they are already on site with equipment. Further they are familiar with the park and have done a satisfactory job. Considering this is an emergency service, market research indicates this vendor is best suited to provide services.
