About this file

This is a Justification for Other than Full and Open Competition document submitted by the Bureau of Land Management's Barstow Field Office (Purchase Request #0044048369) under FAR 12.102(b) Simplified Acquisitions procedures.

The BLM requires continued radio communication services from San Bernardino County to support field and law enforcement operations within the service area. These services provide access to the County's existing radio communications system and associated infrastructure used by BLM personnel. The contract will cover a base period plus applicable option periods. San Bernardino County is the sole recommended source because it owns, operates, and controls the radio communications infrastructure necessary to provide the required service. An alternate commercial source cannot independently provide access to the County's existing radio system, and continuing service through the County avoids disruption to established communications capabilities and supports operational continuity for BLM personnel. Market research confirmed that San Bernardino County owns and operates the communications system, with no other source capable of providing independent access to that infrastructure. The estimated total contract value, including all option periods, is shown as $[amount], developed based on anticipated radio communication service requirements and current County pricing.

Justification for Other than Full and Open Competition Bureau of Land Management

FAR 12.102(b) Simplified Acquisitions

Purchase Request #0044048369

1. Identification of the agency and the contracting office.

Bureau of Land Management, Barstow Field Office 2601 Barstow Road Barstow, CA 92311

2. Description of supply or service required to meet the agency’s needs.

The Bureau of Land Management requires continued radio communication services from San Bernardino County to support BLM field and law enforcement operations. The services provide access to the County's existing radio communications system and associated infrastructure used by BLM personnel operating within the service area. The resultant contract will provide continued communications services for the base period and applicable option periods.

3. The rationale or circumstances for limiting competition.

San Bernardino County operates and controls the radio communications infrastructure necessary to provide the required service within the area. BLM requires continued access to this existing system to maintain reliable and interoperable communications for field personnel.

San Bernardino County is uniquely positioned to provide the required service because the County owns, operates, and controls the communications infrastructure and associated system necessary to provide the service. An alternate commercial source cannot independently provide BLM access to the County's existing radio system. Continuing service through San Bernardino County also avoids disruption to established communications capabilities and supports continuity of operations for BLM personnel.

4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.

Market research determined that San Bernardino County owns and operates the communications system required to provide the services. Because the County controls the underlying radio infrastructure, no other source can independently provide access to that system.

5. Price estimate, including all options, if applicable.

The estimated total value of the requirement, including applicable option periods, is $[amount].

The estimate was developed based on the anticipated radio communication service requirements and current County pricing.

6. Recommended source.

San Bernardino County is recommended as the sole source because it owns, operates, and controls the radio communications infrastructure required to provide the Government's needs.
