About this file

This is a Justification for Other than Full and Open Competition document submitted by the Bureau of Land Management's El Dorado Hills Field Office for a simplified acquisition under FAR 13.106-1(b)(1).

The BLM seeks a services contract with Mariposa County Sheriff for 24/7 dispatch services supporting BLM California Law Enforcement Officers operating in the Mariposa and Briceburg Recreation area within the Mother Lode Field Office jurisdiction. Required services include dispatching communications, license plate checks, person and criminal background checks, officer status checks on high risk events, and relay of communications as requested. The Mariposa County Sheriff's Office currently provides these services under existing Purchase Order L15PX01649 and employs 7 full-time emergency dispatchers with part-time support staff to monitor 36 radios. The justification for limiting competition to a single source is that Mariposa County Sheriff Dispatch Service is the only dispatch meeting the specific coverage needs and location requirements, and the incumbent contractor already possesses specialized knowledge and equipment necessary to support BLM's law enforcement programs and public safety operations.

The estimated annual cost is $12,000.00, calculated at approximately $1,014.41 monthly per radio unit based on the Mariposa County Sheriff's dispatcher cost of $5,214.09 per month divided across 36 radios, and the quoted price represents a discounted fair and reasonable rate for BLM's usage. The justification was signed by William Emmens, Chief Law Enforcement Ranger, and requires certification by the Contracting Officer.
