About this file
This document is a Justification & Approval for Other Than Full and Open Competition for simplified acquisitions, issued by Channel Islands National Park (CHIS). The procurement involves urgent replacement of outboard motors for two patrol boats: Patrol Boat 5 (PB5), a 38-foot SAFE boat with triple 350 hp outboard motors, and Patrol Boat 6 (PB6), a 29-foot SAFE boat with twin 300 hp outboard motors, located at Ventura Harbor, California. The estimated contract value is $240,516, with Pacific Marine Repair identified as the sole authorized service center capable of performing the work without voiding existing warranties.
The justification emphasizes urgent and compelling circumstances, including a center motor failure on PB5 during a recent search and rescue mission and the high risk of additional engine failures. PB5 is the primary emergency response boat for the park, which covers approximately 50% ocean territory, and PB6 is now the primary emergency and law enforcement vessel. Historical market research indicates that despite past public advertisements, Pacific Marine Repair has been the only respondent, with other repair facilities deemed too distant to quote reasonably. The document is signed by the Marine Patrol Supervisor, Contracting Officer, and a Warranted Individual, with approval dates ranging from 7/28/2025 to 8/25/2025.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Channel Islands National Park (CHIS), has an urgent requirement for the removal and replacement of outboard motors and associated equipment on Patrol Boat 5 (PB5) and Patrol Boat 6 (PB6) located at Ventura Harbor, California. PB5 is a 38-foot SAFE boat with triple 350 hp outboard motors. PB6 is a 29-foot SAFE boat with twin 300 hp outboard motors. The estimated cost is $240,516.
2. Sole Source Justification rationale (Check one and explain below):
______ Only one responsible source.
XX___ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain: On July 1, PB5 experienced a failure of the center motor during a recent SAR mission.
Technicians from Pacific Marine Repair determined that the driveshaft sheared off and repairs would require replacement of the powerhead and rebuilding of the cylinder head. This type of failure is a known issue with these engines. The likelihood of one of the two remaining engines failing while underway on the open ocean is very high and will only increase with each time the boat is operated. PB5 will be out of service until the engines can be replaced.
PB5 is the primary CHIS emergency response boat. Approximately 50% of the park’s 250,000 acres is the open ocean. PB5 does not have a trailer. Because the center engine has failed, travelling outside Ventura Harbor is not safe. Towing the boat to another harbor would require hiring a contractor to tow the boat at least 50 nautical miles. PB5 will need to be hauled out.
PB6 is approximately two years newer than PB5. It has the same vintage propulsion and steering system.
Likewise, despite diligently following maintenance schedules, the motors are aged to the point where constant emergency repairs are needed. The probability of one or both engines failing while underway on the open ocean increases with every mission. With PB5 out of service, PB6 is the primary emergency and law enforcement vessel for the park, increasing the use of this boat and the wear and tear on the engines.
These replacements must occur as soon as possible to ensure the minimum impact to park emergency services operations.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Pacific Marine Repair, located in Ventura, California is the only authorized service center located within the local commuting area of Channel Islands National Park that can perform this work without voiding existing warranties. They are Certified Mercury and Yamaha technicians. Pacific Marine Repair is the only authorized service center located within Ventura and Santa Barbara Counties and the only one the Park is aware of, registered in SAM. PB-5 is out of service after the engine failure and transporting PB-6 via NPS truck and trailer to the next closest service centers approximately 90 miles away, in the Long Beach/San Pedro Area is cost prohibitive and a significant safety risk given the heavily congested traffic in the greater Los Angeles area. Utilizing this local service center significantly mitigates the transportation safety risks and concerns, saves staff time, additional fuel costs for both the boat and vehicles and is overall more cost effective.
Similar requirements have been publicly advertised in the past to encourage competition. Historically only one quote was received, and the quoter was Pacific Marine Repair. It was determined that other repair facilities were too far from Channel Islands to make quoting reasonable and affordable.
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
