About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT). The acquisition involves procuring a slip-in tank (skid unit) designed to fit the back end of a Yanmar wildland and prescribed fire fighting vehicle, including special poly-built tank, pump, and plumbing components. The estimated cost is $16,906.
The contracting officer justified sole source procurement from Heiman Fire Equipment based on several factors: the Fire Management Zone already operates a Yanmar with a Heinman-built tank, and standardization across the fleet is necessary for safety, interoperability, and personnel familiarity; Heinman is experienced in building custom wildland fire engines and skid units for local fire departments and federal partners, operates locally with lower costs than competitors such as BFX Fire Apparatus, and can deliver the custom design more quickly; and barriers to competition include locality, product availability, and the specialized nature of the custom build. Other potentially capable sources identified were Cascade Fire Equipment and Boise Mobile. Fair and reasonable pricing was established through market research and previous purchase comparisons in accordance with FAR 13.106-3(a)(2)(i) and (ii). The Program/Project Officer (Kathryn Sebes) recommended the sole source acquisition on May 4, 2026, and the Contracting Officer (John Skogen) approved it on June 16, 2026.

Text3: Cascade Fire Equipment Boise Mobile Text2: Hieman is a company that is experienced in building custom wildland fire engines and skid units for the local fire departments, state, and federal partners. They are local to our area and are far less expensive then other competitors such as BFX Fire Apparatus. Their build time and schedule is more open to have the skid unit built and operational sooner. The custom design will be built to fit the brand new Yanmar that was previously purchased for the Zone.
Text1: Slip in tank (skid unit) fit to meet specs for back end of a Yanmar for wildland and prescribed fire fighting. Special poly built tank, pump, and plumbing.
The Fire Management Zone already has one Yanmar in the Zone with a tank built by Heinman. To keep things uniform throughout the Zone to help increase safety and improve interoperability, we would like to keep these standardized. Having this standardization will allow personnel to move around the Zone and already be familiar with the skid units operation before they are placed in stressful situations, such as suppressing a wildfire or a spot on a prescribed fire.

Text5: Heiman Fire Equipment meets the DOI national standards with their builds. They are used by many of the fire departments in South Dakota and neighboring states to build their apparatuses. They will custom build our package to match what we need and the also meet requirements under the DOI. Heiman is a local company, so it would allow for easy pickup/delivery, and will allow for easy access for problems that might occur down the road that need fixed.
