JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER $3,500 ($2,000/$2500 for Construction/Services) AND
UP TO $150,000

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Well #1 – Scope of work includes removal of existing failed pump, motor, electrical feed and associated 4” drop piping and installation of new pump, motor, electrical feed and approximately 120 feet of 4” PVC drop piping at Cottonwood Cove NV.
Well#3 – Scope of work includes removal of existing pump, motor, electrical feed and associated 4” drop piping, reinstallation of existing pump, motor and electrical feed and installation of approximately 90 feet of new 4” PVC drop piping at Cottonwood Cove NV.

Explain:
On or around June 20th, 2021 issues with the privately supplied electrical grid near Searchlight, NV caused catastrophic failure of the Cottonwood Cove well #1’s (back-up well) pump and motor. On June 27th, 2021 issues with the privately supplied electrical grid caused further catastrophic failure of the Cottonwood Cove well #3’s (primary well) pump and motor.
On June 28, 2021, well #3’s pump, motor and electrical connection was replaced. During replacement it was noted that the 4” drop pipe was severely deteriorated. Due to the urgent need to re-establish water supply to the Cottonwood Cove area for potable water use and storage for fire flows, the deteriorated drop pipe was reinstalled. However, there is an urgent need to replace the deteriorated drop pipe as failure of the drop pipe will likely render the primary well useless.
With well #1 currently offline, there is no back-up to the primary well (well #3). If well #3 was to fail again during this time, there would be no back-up to supply water to the developed area. Previous market research has indicated that hauling water is not a viable alternative given the remoteness of this developed area. As a result, should well #3 fail the park would need to close the Cottonwood Cove area impacting visitors, employees, and the concessionaire in the area. There is an urgent need to bring well #1 back online to prevent closures and ensure redundancy in the water system to meet potable water demands and structural and wildland fire storage needs.
Well #3 is not totally repaired, there is a real possibility of losing well #3 if the deteriorated drop pipe fails. Given the condition of the drop pipe when pulled yesterday we would have never reset the pump if we had the option. Yesterday the pump needed to be reset or we would have quickly been out of water and closing the entire developed area. If well #3's drop pipe were to fail the pump and section below the break in the drop pipe would plumet to the bottom of the well. Due to the well depth (90+ feet) retrieval of the pump and drop pipe would be nearly impossible and as a result we would need to abandon our primary well. The new well cost is estimated to be $349k based on recent pricing. \
NV Energy's power supply quality has been inconsistent over the last month especially on busy weekends with RV campers. They seem to get the power supply fixed only to have the same issues arise. As a result, there is a possibility "dirty power" could cause failure of well #3's pump. If this happens this week, or this weekend, with well #1 still offline we will have no back-up and be in the same situation as Monday, but worse yet going into the busy July 4th weekend.
Again, with well #1 offline we have no redundancy in our system and no way to increase production in case of emergency such as a fire. Even when both well #1 & #3 are online the park is so worried about lack of redundancy due to lowering water tables that we have a $349k contract awarded to drill a well #4.
Per the water operations personnel: the repairs needed at Cottonwood Cove are urgent and cannot be delayed. With the increased water demand at Cottonwood Cove due to the holiday and the summer break we will be putting extra stress on our only operational well. The increased demand of water causes this well to run longer hours and start/stop more frequently. The piping in this well is heavily corroded and could fail at any moment. If new pipe is ordered today (6-30-21) it can be here by Wednesday (7-7-21). I am doing everything possible to keep as much water in the tank at Cottonwood as I expect a failure at any moment. We must not delay permitting the vendor to order this pipe. If the well fails we would have at most 2-2.5 days of water supply on hand with no other viable option to supply water. We need the pipe on its way asap.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:
There is more than one small business capable of performing the work, however, Vetter Pumping is locally available for this urgent procurement need and has previous experience working on projects involving wells, cranes, and electrical systems. No other vendors have made offers or expressed interest in providing these services in an accelerated timeline as needed. Vetter Pump has estimated the total cost to bring wells #1 and #3 back to full operation is $31K.
