About this file

This is a Justification and Approval for Other Than Full and Open Competition (JOFOC) document for a sole source procurement by the U.S. Fish and Wildlife Service (FWS), serviced by the U.S. Department of the Interior's Office of Acquisition and Property Management.

The FWS seeks to procure a FedRAMP Software as a Service (SaaS) system for bridge portfolio management to fulfill its legal requirement under the National Bridge Safety Program to conduct annual inspections and report condition data to the U.S. Federal Highway Administration (FHWA). The selected product is inspectX, developed by AssetIntel, under a firm fixed price contract with an initial base year and four subsequent option years. The procurement is justified under 41 U.S.C. 1901 and FAR 13.501 as a single responsible source procurement using Simplified Acquisition Procedures above the Simplified Acquisition Threshold but below $7 million. The contracting officer determined that anticipated prices are fair and reasonable based on restricted competition and the vendor's FedRAMP certification requirement. Market research conducted by the Bureau of Reclamation in September 2023 and verified by FWS in May 2026 identified alternative systems (AAshoWare Bridge Management, Esri Bridge Inventor Solution, and Trimble AgileAssets), but these failed to meet minimum requirements, specifically FedRAMP certification and workflow management capabilities. inspectX satisfies critical requirements including accessibility from inside and outside the federal IT firewall, consistent data management supporting the 160+ FHWA-required data points, FHWA reporting compliance, real-time collaborative workflow management, and ongoing vendor support. The software has been successfully implemented by the Bureau of Reclamation, U.S. Forest Service, and U.S. Army Corps of Engineers. The contracting officer and program officer certifications were signed on July 23 and July 27, 2026, respectively.

JUSTIFICATION AND APPROVAL FOR OTHER THAN

FULL AND OPEN COMPETITION (JOFOC)

JOINT ADMINISTRATIVE OPERATIONS

Acquisitions Operations

The FWS National Bridge Safety Program has a legal requirement for the annual inspection, condition data collection, and reporting of FWS vehicular bridges and qualifying structures to the U.S. Federal Highway Administration (FHWA). The FWS has a need for a FedRAMP Software as a Service (Saas) system that can meet the new broadened requirements for the FWS's bridge portfolio management program and contract consultant workflow. Aspects of the required system which exceed the current FWS methods form the minimum requirements and include real-time access to the management system from inside and outside the federal IT firewall for data integrity and efficiency, consistent data management and management system support, reporting ability for bureau compliance with the FWHA reporting format, real-time and collaborative workflow management for consultant work scheduling and FWS quality assurance requirements, and vendor support for ongoing system operation, analysis, and

Approval is being requested for a new firm fixed price contract. This contract is for the brand name Bridge Portfolio Management System, product name 'inspectX', as developed by AssetIntel, with an initial base year and four subsequent option years The selected vendor is required to be FEDramp certified.

Overall, the inspectX software product functions as advertised and the product has been successfully used by the Bureau of Reclamation for the management of their National Bridge Safety program. Other federal agencies using this software include the U.S. Forest Service and the U.S. Army Corps of Engineers. Additionally, FWS has evaluated a demonstration instance of this software with FWS data and have confirmed the ability of the software to meet FWS requirements.

Specifically, the inspectX software satisfies the government's minimum requirements by the following.

Requirement 1: Accessibility from Inside and Outside the Federal IT Firewall: The inspectX Bridge portfolio management system provided by AssetIntel has FedRAMP certification as a customizable Software as a Service. This cloud-based level of access for FWS-Contractor communications is critical to the maintenance of data quality and efficiency. The DOI OCIO has interviewed AssetIntel has approved the FWS for a single instance use of this software system.

Requirement 2: Consistent Data Management and Management System Support: The inspectX system is specifically designed to map and update the datapoints required by FHWA for all owners of public vehicular bridges. Changes or modifications to the Specifications for the National Bridge Inventory have been and will be incorporated into the system and managed by the provider as required. Reporting of the 160+ data points per structure to the FHWA is an annual legally required

There are other vendors of bridge inspection collection software systems which have been identified through market research. These other commercial sources available include SaaS packages under the product names: AAshtoWare Bridge Management, Esri Bridge Inventor Solution (aka Esri Custom Bridge System), and Trimble AgileAssets. The Bureau of Reclamation did a market research and evaluation report on these options prior to their recommendation and procurement of the inspectX system. These other systems met some, but not all of the minimum requirements listed above. The requirement of FedRAMP certification and workflow management capabilities were the disqualifying factors for consideration.

The contracting officer determines that the anticipated price/cost will be fair and reasonable based on the results of restricted competition and the requirement for FEDramp certification of the selected vendor.

Market research on available products within the marketplace was done by the Bureau of Reclamation (BOR) in September 2023 and verified for accuracy by the FWS in May 2026. This report did a full evaluation of five commercial systems specifically designed for bridge asset portfolio management.

The recommendation was for the AssetIntel 'inspectX' software product.

There is no significant private sector market for the specific off-the-shelf customizable Bridge management software that can to track the 160+ Federal Highway Administration defined data points required for reporting by federal and state agencies. The market for this type of product is public sector federal agencies, state, and local Departments of Transportation. For the federal marketplace, the requirement for a FedRAMP certified system for Information Technology security is a further

AssetIntel is the developer of a specific bridge portfolio management system that tracks the FHWA's public sector data collection and reporting needs as well as providing for inspection scheduling and workflow management. The benefits to a sole source procurement of their inspectX software system are the following.

1. Pre-Certification for Use: The software inspectX is FedRAMP certified and has a current Authority to Operate with DOI OCIO. The inspectX product has been successfully purchased and implemented by Bureau of Reclamation and has been signaled for purchase and use by the Bureau of Land Management, and has secured ITPA approval for single instance use for the FWS.

There are no other sources that were indicated during market research that could fully meet the requirements for this procurement which include FEDramp certification.

There is research being conducted to continue to find the most cost-effective, stable and FEDRamp compliant platform that can support the needs of this requirement for system of this complexity. That research continues and will continue as we move through the duration of this contract.
