About this file
This is a Single Source Justification form (FWS Form 3-0034) used by the U.S. Fish and Wildlife Service for acquisitions under the Simplified Acquisition Threshold (SAT). The form justifies the sole source procurement of a Marshmaster brand amphibious track vehicle with attachments and trailer, specifically the MM-2MX model. The vehicle must be capable of wildfire suppression with a 20 gallons per minute pumping system, cattail marsh vegetation operations on low-ground pressure tracks, and navigation through open water and wetland vegetation for habitat restoration projects along the lower Colorado River.
The justification states that while other machines can traverse marsh habitats, this specific Marshmaster machine is required for fire suppression and hydraulically driven attachments for mowing and digging operations in extreme terrains within marshes and rivers of the desert southwest, which is critical for national wildlife refuges management on the Colorado River. The form indicates this is a brand name request as no other brand is currently available with these specific capabilities and wildfire firefighting components. The acquisition requires contractor acceptance of one trade-in unit, with pricing to be determined fair and reasonable at time of award. The form was digitally signed by Program Officer Joseph Barnett on July 24, 2025, and Contracting Officer Dana Arnold on August 6, 2025.

Text3: This is a brand name request for Marshmaster, specifically the MM-2MX model. Other brands that may be considered "equal" to Marshmaster MM-2MX will not be accepted, as no other brand is currently available with these capabilities and wildfire firefighting components.
Text2: While other machines we researched are capable of traversing marsh habitats, this specific machine is required for fire suppression and hydraulically driven attachments for mowing and digging. The features designed into Marshmaster machines enables it to be used in critical missions including search and rescue and fire operations in extreme terrains within the marshes and rivers of the desert southwest which is a key tool in management of national wildlife refuges on the Colorado River. Marshmaster is the only brand that produces add-ons required for firefighting operations as well as refuge management tasks. The specific needs can't be provided by any other brand of machine. Specifically, MM-2MX model is the only machine large enough and equipped with front and rear hitches to operate the needed attachments.
Text1: This request is for an Amphibious Track Vehicle with attachments and a trailer of the Marshmaster brand name (or an equivalent product) with one trade in. The machine shall be able to suppress wildfires with a 20 gallons per minute pumping system & 110 gallon tank on cattail marsh vegetation, operate on low-ground pressure tracks, and navigate through open water and wetland vegetation for habitat restoration projects along the lower Colorado River. The machine shall be able to utilize a front mounted 3-point hitch vegetation blade while towing a rear mounted 3-point hitch, 8' wide roller chopper drum or hydraulically driven rotary cutter 84" mowing deck. A Marshmaster brand XL tilt-deck trailer is required to transport an over 9,300 lbs machine with front vegetation blade and rear attachments.
Text4: Future acquisitions that do not require these specifications will be competed as required by the Federal Acquisition Regulation.
The program office will continue to monitor the market to evaluate the capabilities of various brands and identify any new options that meet the required specifications.
| Text6: Price will be determined fair and reasonable at the time of award. | |
