About this file

This document is a U.S. Fish and Wildlife Service Single Source Justification form for acquiring a specialized amphibious wheeled vehicle. The U.S. Fish and Wildlife Service is seeking a Fat Truck 2.8 Pickup with an attached amphibious trailer for wildfire response, prescribed fire operations, and hazardous fuels reduction projects. The specific vehicle is needed to replace a similar Rollagon amphibious wheeled vehicle that is out of service due to mechanical failure.

The justification highlights that Fat Truck is the only brand producing a machine with critical capabilities for fire suppression and transportation in challenging terrains, including an open bed that allows multiple personal seating for transports. The document indicates that the acquisition will be conducted as a sole source procurement under the Simplified Acquisition Threshold (SAT), with the program office committed to monitoring the market for potential alternative options in future acquisitions. The document is digitally signed by Stephen LeJeune (Program/Project Officer) and Dana Arnold (Contracting Officer) in August 2025.

Text3: This is a brand name request for Fat Truck, specifically the Fat Truck 2.8 Pickup model. Other brands that may be considered "equal" to Fat Truck 2.8 Pickup will not be accepted, as no other brand is currently available with these capabilities, amphibious attached trailer, and wildfire firefighting components.

The features designed into Fat Truck machines enables it to be used in critical missions including all fire operations, all hazard emergency, and search and rescue in extreme terrains within the marshes Southeast Texas. Fat Truck is the only brand that produces a attached amphibious trailer required for firefighting operations as well as refuge management tasks. The specific needs can't be provided by any other brand of machine. Specifically, Fat Truck 2.8 Pickup model is design with the open bed that allows for multiple personal seating for transports.
