About this file
This is a Single Source Justification (SSJ) form from the U.S. Fish and Wildlife Service for acquiring a Dyno Tune PWS30 skid winch unit for the Big Muddy NFWR Complex. The program office conducted market research and determined that the PWS30 model is the only skid winch currently produced that meets their specific requirements for recovering equipment stuck in wetlands, such as heavy equipment used to improve habitat and water management infrastructure. The justification notes that while equipment replacement is costly, the proposed single-source acquisition will enable more efficient project operations by providing a specialized piece of equipment capable of pulling stuck equipment from remote locations.
The document outlines that future acquisitions will be competed as required, and the program office will continue monitoring the market for alternative options. The fair and reasonable cost will be determined at the time of award. The form is digitally signed by Forest Kemp (Program/Project Officer) and Dana Arnold (Contracting Officer) with a planned signing date in September 2025, indicating this is a planned procurement under the Simplified Acquisition Threshold (SAT) using sole source acquisition procedures per Federal Acquisition Regulation (FAR) Part 13.

| Text3: This is a brand name request for a Dyno Tune winch skid unit, specifically the PWS30 model. Equal products will be considered in accordance with 52.211-6. |
| Text2: The program office has contacted several manufactures and searched on-line for winches that are capable of pulling large stuck equipment, e.g. excavator, dozer or large tractors, out from over 100' away while only using equipment we currently have at each station in the complex. All other recovery type winch units either required large equipment or vehicles to mount the unit to or did not have at least 300' of cable or a high enough winch |
rating that would allow recovery from a further distance. After thorough research and experience working with various contractors, it was determined that the Dyno Tune PWS30 model is the only skid winch currently produced that meets the customer's needs and specifications.
Text1: Big Muddy NFWR Complex manages thousands of acres of wetland habitat where heavy equipment is routinely used to improve habitat and install or repair water management infrastructure. It is not uncommon to get equipment stuck while working in wetlands and the cost to hire a contractor to get equipment out is not only costly, exceeding $5,000 per incident in many cases, but leads to lost time on the project. Investing in a skid winch will give the Complex the ability to pull equipment out without having to haul large machinery or paying a contractor and waiting in some cases more than week before they are available, increasing efficiency and cost savings in a rather short time frame.
Text4: Future acquisitions that do not require these specifications will be competed as required by the Federal Acquisition Regulation.
The program office will continue to monitor the market to evaluate the capabilities of various brands and identify any new options that meet the required specifications.
| Text6: Price will be determined fair and reasonable at the time of award. | |

Text5: The PWS30 Dyno Tune is the only skid winch unit found which will meet the specifications to connect to the equipment on site to recover equipment stuck in wetlands. For consideration, quotes shall be submitted for a winch skid unit of the brand Dyno Tune that meets the required specifications. Equal products will be considered in accordance with 52.211-6.
