About this file
This document is a Brand Name Justification for a sole-source procurement of a Garmin Pro: Unlimited subscription service by the United States Geological Survey (USGS). The document seeks to acquire a Garmin inReach device subscription service for the WARC (Wetland and Aquatic Research Center) with a performance period from 07/28/2025 to 07/27/2025. The subscription will provide critical features including Unlimited SOS, Track Sharing, Contact Sharing, Unlimited Waypoints, Unlimited Text Messages, Live Tracking, and Unlimited Location Requests.
The justification emphasizes that Garmin products are proprietary, and only a Garmin subscription will enable full device functionality. Market research indicates no alternative subscription can meet the government's minimum needs for data continuity, though competition will be sought among Garmin resellers. The procurement will be conducted on a limited source basis under FAR 13.106-1(b), with the program manager recommending the acquisition and the contracting officer certifying price reasonableness through comparison to previous purchase orders and competitive proposals. Future requirements will undergo market research and be competed to the maximum extent practical.
