About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service seeks emergency repair services for Well #1 at Allegheny National Fish Hatchery in Pennsylvania. The hatchery operates four water wells critical to fish production and early life stage rearing. Well #1's motor has failed, creating an emergency situation that threatens operations supporting high-priority fishery restoration initiatives. The service requires immediate action to restore the hatchery's capacity. Market research identified only one qualified contractor in the region capable of performing high-volume fish production well diagnostics and repairs: Moody & Associates Inc., which has extensive experience with the hatchery's wells, having previously conducted rehabilitation work in 2022-2023. The region lacks other capable sources with the specialized expertise necessary for full diagnosis and repair of complex fish production wells in this rural Pennsylvania area. The acquisition qualifies for sole source procedures under FAR 13.106-1(b)(1)(i) and (ii) due to unusual and compelling urgency and the contractor's specialized qualifications. Fair and reasonable pricing was determined through comparison with similar services. Program Officer Doris Mason recommended the sole source acquisition on September 1, 2026, and Contracting Officer Rachel Williams approved the use of sole source acquisition procedures under FAR Part 13 on September 2, 2026.

Text3: Given the highly specialized nature of high volume fish production wells, few companies are qualified to do full diagnosis. Additionally this is a rural area in PA. We researched in SAM other companies in the area who may be able to perform the work but found none. At this time, it is unknown what is wrong with well #1. It could be the shaft or the bearings or the pump or the motor. This well requires specialized expertise to pull the well, inspect, diagnose and repair.
Text2: Staff immediately looked to see what nearby well companies may be able to come investigate the issue. Only one well company in the area was found that work on fish production wells. Staff reached out to due to their long-standing regional reputation, resources, and skill with fish production and other commercial wells. Moody & Associates Inc. did previous fish well rehabs at Allegheny for years and have the local institutional knowledge of all the wells at Allegheny NFH. They also did the rehab of the wells in 2022/2023. Timing dictates we need action immediately, so we reached out to them and they've been responsive to helping.
Text1: Allegheny National Fish Hatchery depends on 4 water wells to operate and meet its production goals. The hatchery is at full capacity with fish, and eggs production and it is essential that all wells are operational to supply the necessary level water quantity and quality. The well water is also critical for early life stage rearing, which currently the hatchery is conducting, and that support several high profile and high priority fishery restoration initiatives. The hatchery's well #1 motor has failed, forcing an emergency situation. Currently, the hatchery is temporarily mitigating the loss of water resources from well #1. Action must be taken to repair well #1 immediately to rescue and safeguard current production at the hatchery.
Text4: The region rehabilitates all of our fish production wells on a 5-7 year cycle in an effort to ensure issue-free operation. The wells at Allegheny National Fish Hatchery are due to be rehabilitated next in FY 2028 as part of that cycle. When advertised in a routine non-emergency manner it allows for appropriate competition in the future, but this repair cannot be delayed. This is an emergency repair where delays affect operation of the facility to support the Mission of the U.S. Fish & Wildlife Service and sustain live animals on station. FAR 6.302-2 Unusual and compelling urgency supports this request.
Text6: Price is determined fair and reasonable based on comparison of proposed price with prices for similar services.

Text5: Moody & Associates is a regional leader in fish production and commercial wells. They've been awarded all of the well work for this hatchery in PA due to this expertise and familiarity. The unit and the Service feel the qualifications of this contractor and the urgency of the need dictate moving expeditiously forward with complete faith that they'll be able to identify and fix the repair.
