About this file
This is a Justification and Approval for Other Than Full and Open Competition (sole source justification) for a simplified acquisition under the Federal Acquisition Regulation (FAR).
The National Park Service, Golden Gate National Recreation Area, is procuring emergency cleaning and purification services for 813-B Menges Street following a fire that occurred on September 4, 2026, at approximately 01:00. The fire originated in a connected shed and was contained within twenty minutes by responding firefighters. The shed was a total loss requiring full debris removal. Flames, smoke, and water damage extended to the kitchen, and firefighters created access holes in the roof and multiple interior and exterior walls. Smoke contamination affected the entire house. The procuring activity justified sole source selection under "urgent and compelling circumstances" rather than full and open competition. The 72-hour performance window is critical because acidic soot will permanently etch surfaces within that timeframe, rendering the unit uninhabitable and requiring complete gutting if not immediately remediated. Central Valley Environmental, a local company located in Rohnert Park, was identified as the contractor possessing the required capability for this service. The justification document notes that insufficient time was available for full market research. The contracting officer must certify that the anticipated price will be determined fair and reasonable using price analysis techniques in accordance with FAR Part 13.106-3(a). Approval signatures from the contracting officer and a warranted individual one level above are required for acquisitions over $50,000.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: 4 September, 2026 PR Number: _________________________
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
The National Park Service, Golden Gate National Recreation Area, identified a need for emergency cleaning and purification services at 813-B Menges St. A fire in the connected shed started at approximately 01:00 on 4 September, 2026. Firefighters quickly responded and were able to contain the fire in about twenty minutes. The shed was a total loss and all debris must be removed. Flames, smoke, and water entered the kitchen, though the fire was contained to this area. Firefighters cut holes in the roof and into multiple walls on both the interior and exterior of the building. Smoke contaminated the full house. Cleaning and removal of debris and soot, as well as purification of items and moisture removal, are required within 72 hours to limit the extent of permanent damage to the unit. Failure to act may cause the unit to become uninhabitable.
2. Sole Source Justification rationale (Check one and explain below):
______ Only one responsible source.
____X__ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain:
The fire caused soot throughout the house. Soot is acidic and, if left untreated, will permanently etches surfaces. This can happen within 72 hours of the fire. Once permanently damaged, the unit would need to be fully gutted and would still need the cleaning services. This service will minimize future restoration requirements so that the NPS required occupants may move back in.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
There was insufficient time for full market research. Central Valley Environmental is a local company located in Rohnert Park with the capability required for this service.
