About this file
This document is a Justification & Approval for Other Than Full and Open Competition (J&A) for a Simplified Acquisition over the Micropurchase Threshold up to the Simplified Acquisition Threshold (SAT).
The J&A is for the refurbishment of 15 Telonics TGW-4577-4 radio-collars, CR-5A release mechanisms, and color patterned belting material for bighorn sheep, at a total cost of $25,805. The collars will be used for an ongoing research project in Grand Teton National Park. Telonics is the sole source provider, as they are the only company that can refurbish the existing GPS collars. Refurbishing the collars saves approximately $9,000 compared to purchasing new ones, and allows the use of existing data processing software and code developed by the park. No market research was conducted, as the sole source justification saves the government funding in the long run.

| Text3: The PR includes a quantity of 15, refurbished Telonics TGW-4577-4 radio-collars, CR-5A release mechanisms, and color patterned belting material for bighorn sheep ($25,805). |
These are GPS collars that will be deployed on bighorn sheep in and adjacent to Grand Teton National Park to facilitate an on-going research project that requires detailed location information for bighorn sheep in the Teton Range.
| Text4: Telonics produced the GPS collars that need to be refurbished (renewed for use), and is the only company that can refurbish these GPS collars. Refurbishing 15 existing collars will fulfill our needs and save approximately $9,000 on this order. Refurbishing existing collars reduces need for raw materials, making it the environmentally responsible approach to fulfilling our needs. Additionally, Telonics is the only company able to provide equipment compatible with a computer programming framework developed by Grand Teton National Park's ungulate program that allows efficient quality control, integration, and mapping of large amounts of incoming GPS collar data. | |

| Text8: Not performed. Using Telonics as sole source saves the government funding in the long run, by being able to refurbish the Telonics GPS collars, use existing third party software to remotely download data, and to use existing data processing software and code. | |
