About this file

This document is a justification for a sole source contract award over the micro-purchase threshold and under the simplified acquisition threshold. The National Park Service Intermountain Region seeks to award a sole source contract to Michael M. Kelly Graphic Design for the design and layout of three new and three replacement outdoor interpretive wayside panels at Florissant Fossil Beds National Monument in Colorado. The existing wayside exhibit panels along the trails lack important safety, orientation, and resource protection information, so the new and updated panels will provide critical resource protection messages and discourage vandalism while facilitating visitor orientation, recreation, enjoyment, and understanding of the park's resources. Only Michael M. Kelly Graphic Design can provide a consistent design with the other existing wayside panels and include an authorized iPhone application to provide audio assistance to blind and low vision visitors, as required. The company has over 20 years of experience designing National Park Service exhibits across the country, including previous work at Florissant Fossil Beds National Monument. The contracting officer determines the anticipated price to be fair and reasonable and certifies that only one source is available who can meet these specialized needs.

Text3: Provide design and layout of three new and three replacement outdoor interpretive wayside panels along the monument’s trails that will maintain consistency in design, be compliant with NPS media and applicable federal accessibility standards. Existing wayside exhibit panels along the trails lack important safety, orientation, and resource protection information. New and updated waysides will provide critical resource protection messages and discourage visitors from vandalizing and/or stealing petrified wood and other fossils, and will facilitate orientation; encourage safe recreation (visitor health and safety) and provide new opportunities for visitor enjoyment and understanding of the park’s resources (Dark Sky and Hornbek Homestead). Installation of new wayside exhibit panels utilizing advanced substrates will decrease the amount of recurring maintenance.
Text4: Michael M. Kelly is uniquely qualified because of his over 20 years of experience designing NPS exhibits across the country, including Florissant Fossil Beds National Monument. He has worked on wayside exhibit panels relating to geological, ecological and cultural resources at Colorado National Monument and also completed a cultural wayside project at Walnut Canyon National Monument. In 2016, the company completed a complete exhibition design of Acadia National Park’s Nature Center, and he developed a smart phone application for blind and lo-vison visitors using the nature center. Only on source can provide a consistent design to the other waysides and also provide the authorized iPhone app included with the design. Iphone app is required for providing audio assistance to blind and low vision visitors.

Text8: Market research indicated no other source can match content and design to Florissant Fossil Beds existing waysides. Only one company can provide the design that maintains consistent wayside exhibits that was established in a comprehensive park plan. Only this company has an iPhone app, already in operation at parks, for audio description designed to assist blind and low vision visitors at exhibit spaces.
