About this file
This is a Sole Source Justification (SSJ) document under simplified acquisition procedures for the Drug Enforcement Administration (DEA).
The DEA's Office of Acquisition and Relocation Management seeks to procure maintenance and support services for a BAE Mediation platform previously installed at the DEA Colombia CO JWIP (Joint Wireless Information Protocol) facility. The procurement is classified as a follow-on to a previous procurement, with a period of performance from June 1, 2026 through May 31, 2027. The estimated total value is not disclosed in the document. The procurement is being conducted under FAR 13.501(a) authority for acquisitions exceeding the simplified acquisition threshold but not exceeding $7.5 million, without full and open competition.
The justification establishes that BAE is the sole source capable of providing the required services due to the proprietary and highly specialized nature of the BAE Databridge Mediation System. BAE possesses exclusive expertise and customizable capabilities required for this specific installation, holds all requisite technical knowledge and proprietary rights, and is uniquely positioned as the original developer and sole vendor to ensure optimal system performance and integration. Market research conducted by members of STIG and FACT at the ISS World Conference in Prague in 2023 and a sources sought notice posted to SAM.gov in May 2024 confirmed that BAE is the only vendor capable of providing the required services. The government would incur duplication costs exceeding $3.5 million if required to procure alternative systems. Price fairness and reasonableness will be determined based on historical pricing in accordance with FAR 13.106-3(a)(2)(ii).

Such acquisitions must promote competition to the maximum extent practicable as required by 41 U.S.C. 1901 and FAR 13.104.
