About this file

This Sole Source Documentation details a federal procurement action for Callyo user licenses and video licenses, with a total estimated value of $34,821.00. The procurement covers a period of performance from 10/01/2025 to 09/30/2026 and is being conducted under FAR Part 13 for purchase orders over $10,000 but not exceeding $250,000. Market research concluded that Callyo is the only vendor capable of meeting the agency's investigative technology needs, primarily due to its software-based system that allows flexible, secure line recording for law enforcement without requiring additional hardware. The document justifies the sole source acquisition by highlighting Callyo's unique capabilities, such as easy transferability across different office locations and proprietary services restricted to law enforcement use, which differentiate it from alternative providers.

SOLE SOURCE DOCUMENTATION

FAR PART 13

Purchase Orders Over $10,000 but not Exceeding $250,000 Acquisitions that do not allow for competition to the maximum extent practicable must be documented in accordance with Federal Acquisition Regulations (FAR). A Limited Sources Justification is required when soliciting fewer than three sources per FAR 13.104, or when using brand name descriptions per FAR 13.106-1(b)(1). A Limited Sources Justification is not required for brand name or equal procurements. Follow procedures at FAR PART 11.104.

Type of action: ■ sole source acquisition brand-name DAC Number:

DAC D-26-SE-0003

Estimated total amount:

$34,821.00

Recurring Requirement: ✔YES ■ NO

Delivery Date: ■ Period of Performance: 10/01/2025 to 09/30/2026 Brief description of supplies or services required and the intended use:

Purchase of Callyo user licenses and access to video licenses to support the continued use of this service for internal operations.

Summary of the facts and circumstances that support the determination that ■ only one source is reasonably available to supply the required supplies or services, or only the specified brand-name items can satisfy the Government’s need:

Similar services do exist but do not offer the flexibility that the Callyo system does. The other provider requires hardware (Cellular telephones) to operate with their system, while the Callyo system is software based and can therefore be easily transferred from one location to the other amongst offices throughout a Field Division, without the need to physically transport any equipment. There is no other system solutions that provide this flexibility nor reliability. It is the only tool available for instant provisioning of securely recorded lines for law enforcement investigations.

Describe in detail any market research conducted. Include results and state whether any vendors expressed interest:

Market research concluded that no other vendor can fully meet our investigative technology needs, because the services are proprietary and restricted to law enforcement. Other Divisions acquired similar services which did not offer the flexibility that the Callyo system offers. The other provider required hardware (Cellular telephones) to operate with their system, which created a substantial financial burden on the Division, while this system is software based not requiring external equipment.

The Contracting Officer hereby determines that, due to the circumstances of this procurement:

Only one source is deemed to be reasonably available.

Only the specified brand-name item will satisfy the Government’s need. For orders exceeding $25,000, this Limited Source Justification shall be made available together with the solicitation and posted on the Contract Opportunities page on the Governmentwide Point of Entry (SAM.gov) in accordance with FAR 5.101(a)(1).

The Contracting Officer certifies that an order for the supplies or services will not be placed unless the price is found to be fair and reasonable.
