About this file

This is a Sole Source Documentation form for a federal purchase order exceeding $10,000 but not exceeding $250,000 under FAR Part 13. The procurement is for E-ZPass Maryland, an electronic tolling system implemented by the State of Maryland to improve traffic flow and reduce congestion through cashless payment options. The estimated total amount is $35,000.00, with a period of performance from October 1, 2026, through September 30, 2027. This is identified as a recurring requirement.

The contracting officer determined that only one source—E-ZPass Maryland—is reasonably available to supply the required services, as it is the sole vendor associated with Maryland's tolling facilities and is the entity that implements prices and monitors the system. Market research concluded that no alternative vendors expressed interest or capability to provide comparable tolling system services. The documentation has been signed by customer Marissa Strohl, and contracting officer Ryan Burke, certifying that the procurement price will be verified as fair and reasonable before order placement.
