About this file

This document is a Justification for Brand Name Products for the purchase of Honda Outboard motors and associated equipment/parts for the National Park Service (NPS) to use in electrofishing boats at Glen Canyon National Recreation Area. The NPS is soliciting for the specific Honda BF60 60-horsepower outboard motors, lower units, stands, and propellers, as these products have proven to be the most reliable and rugged for the challenging conditions of the Colorado River based on 15 years of testing. The justification cites the FAR provisions that allow for brand name restrictions when the products are essential to the agency's requirements and other similar products cannot meet their needs. The summary also notes that this will be competed as a 100% Small Business set-aside, with award based on best value considering price and technical factors. The pre-solicitation provides details on the planned Request for Quote solicitation, NAICS code, and point of contact information.

Justification for Brand Name Products

Date: 5/7/2024

Project: Purchase of Honda Outboard motors for electrofishing boats (Nonnative Fish Removal) – Colorado River

1. Identifications

a. Agency: National Park Service

b. Contracting Office: AZ Major Acquisition Buying Office

2. Description of the action being approved:

The National Park Service (NPS) shall be soliciting for the purchase of Honda Outboard engines and associated equipment/parts. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations (FAR).

3. Description of supplies and services:

Each of three Honda Outboard Motors must have the following characteristics:

a. Outboard Motor (x 3) BF60 – 60 Horsepower Outboard Motor Tiller Handle 20-inch shaft

Additional parts to be purchased:

b. Three additional Lower Units for BF 60- Honda 60 Horsepower Motors

c. Three Outboard Motor Stands for BF60 – 60 Horsepower Motor

d. Five Solas Honda Propellers – Honda Part Number 58134-ZV5-010AH

4-blade Diameter 11 3/8 inch Pitch 10 Rotation – Right

4. Authority:

a. 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements.

b. FAR Part 11.105: The Brand Name products are essential to the Government’s requirements, and market research indicates other companies’ similar products do not meet and cannot be modified to meet the agency’s needs.

c. FAR 6.302-1: The use of the name brand products are essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

5. The description of the product’s unique qualifications or the unique nature of the acquisition:

All Glen Canyon National Recreation Area, Science and Resource Management fisheries electrofishing boats use the Honda Outboard Motor with tiller handle and 20-inch shaft to sample fish populations in Glen and Grand canyons. From 15-years of testing of boat operation in the Grand Canyon by the United States Geological Survey’s Grand Canyon Monitoring and Research Center, these motors have proven to be more reliable and rugged than other outboard motors tested to operate in Glen and Grand canyons.

NATIONAL PARK SERVICE

INTERMOUNTAIN REGION

CONTRACTING PROGRAM

Replacement pruts and maintenance tend to be lower cost than other brands of outboard motors. New motors need to be consistent with existing motor and pa1ts because motors are interchanged between projects.

6. Effo1·ts to obtain competition:

a. Efforts to ensure offers are solicited from as many potential sources as is practicable:

For acquisitions over $25,000 the solicitation will be issued on the Government's Point of Entry, sam.gov.

b. Presolicitation notice per FAR 5.2:

For acquisitions over $25,000 a presolicitation notice shall be posted on the Government's Point of Entry, sam.gov unless the exception noted at FAR Pait 5.202(a)(l3) applies.

7. Determination that costs will be fair & reasonable:

This acquisition will be competed on SAM.Gov.

8. Description of the market resea1·ch conducted:

NPS and USGS have spent fifteen yeru·s operating electrofishing vessels on the Colorado River both in Grand Canyon and Glen

Canyon. Many different brands of motors have been used over the years, but the Honda Outboard motors hold up better under the rugged conditions of the Colorado River with less maintenance issues. All ctment NPS equipment (motors, equipment, tools, and spru·e parts) are made for the Honda Outboard 60 horsepower motor. NPS and USGS work cooperatively, and boats and pruts must be interchangeable between agencies.

9. Othe1· facts supporting othe1· than full & open competition:

a. Reason why documents suitable fo1· full & open competition have not been developed:

Please see requirement# 8.

b. Data, estimated costs 01· other rationale as to the extent or harm to the Government:

IfNPS does not procure this specific product, we nm the risk of purchasing equipment that has not been tested on the Colorado River and its unpredictable ctments and ten-ain. In addition, existing equipment (trailers, spare parts, rigging etc.) are made specifically for the Honda Outboard 60 horsepower motor. Both agencies (NPS and USGS) have the exact same equipment, so they are interchangeable between agencies. Also, we need to keep with the same equipment and standru·ds used over the past 15-years to maintain data integrity.

10. Interested Sources:

11. Actions to remove barriers to competition in the future fo1· similar acquisitions:

Other outboard motor brands need to be more reliable to operate in rugged conditions.

12. Certifications:

Technical/ Requirements Certification:

I certify that any suppo11ing data that is the responsibility of technical or 1·equirements personnel (i.e. verifying the Govemment's minimum needs 01· schedule require nts or othe1· rationale for other than full and open competition) and which form a is for the justification have bee ert 1ed as complete and accurate:
