The justification authorizes a sole source contract to install new Avigilon CCTV cameras and a new Avigilon Network Video Recorder at the facility. The upgrade is necessary to provide increased situational awareness and security through a robust video surveillance system. The selected vendor will be responsible for providing and installing all necessary hardware, software, cabling, and integration to deliver a complete CCTV solution compatible with the existing Avigilon environment used throughout the Nevada BLM offices. SOLE SOURCE (INCLUDING BRAND NAME) JUSTIFICATION AND APPROVAL

FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES

This document sets forth the justification and approval as required by 13.106 1(b)(1) &(2).

1. Contracting agency and activity.

The Department of the Interior, Bureau of Land Management (BLM), Division of Support Services (NV950), Nevada State Office, 1340 Financial Blvd., Reno, Nevada 89502, requests the Division of Support Services, Office of Budget and Financial Services (NV955), Nevada State Office, 1340 Financial Blvd., Reno, Nevada 89502, to contract on a sole source (including brand name) basis.

2. Nature and/or description of action being approved.

The installation of Avigilon cameras at the Bureau of Land Management, Palomino Valley Wild Horse and Burro Center will help to achieve increased situational awareness in support of the physical security program for the facility. This upgrade to the current Avigilon CCTV system will feature new cameras throughout the compound along with a new Network Video Recorder to provide robust storage for collecting and storing video surveillance to be used as evidence in the event of a crime or criminal activity.

3. Description of supplies or services.

Contractor is responsible for providing and installing new CCTV cameras and a new Avigilon Network Video Recorder. This includes Avigilon CCTV cameras, supplying licenses for all cameras, providing any work necessary to support the cameras and any work necessary to integrate the new and existing cameras with a new Avigilon Network Video Recorder. Contractor to provide a complete solution.

The selected vendor shall supply all labor and supplies necessary to complete the system installation and configuration. This includes the Avigilon cameras and Network Video Recorder, point to point ethernet devices, documents, wiring, mounts, wall plates, as well as all other hardware, incidentals, and final installation notes. The selected vendor will coordinate installation of cameras and equipment with the BLM after the award of the contract to ensure locations are accurate and that the install does not cause a service interruption to the BLM PVC daily operations.

Estimated dollar value.

The estimated and maximum dollar values are $75,000.

4. Statutory authority.

_X_41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold

____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).

5. Rationale supporting use of the authority stated in paragraph 5.

The requirement of the brand name specification is for interoperability with the Avigilon environment, it’s hardware and software, as well as technical support. Ensuring all equipment is compliant with the Avigilon environment secures our capability of using the state office to centrally control all CCTV operations from the Nevada State Office. Avigilon CCTV products and associated Avigilon hardware / software is the statewide standard and has already been installed in 12 offices throughout Nevada.

6. Other information.

By going with a different CCTV hardware / software provider, portions or all the system components could experience incompatibility events that would impact site security and situational awareness as well as the ability to obtain break / fix / troubleshoot support.

7. The efforts to identify additional sources including the market research conducted.

This brand name justification does not seek to limit competition and market research has revealed that a large majority of CCTV vendors supply and support the Avigilon product line.

8. Future plans to permit competition.

Due to the number of vendors capable of accomplishing this work, competition is still expected. While this brand name specification does limit some products, they are still commercially available and therefore endorses as much competition as practicable.

9. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.

I certify that the facts and representations under my cognizance, which are included in this justification, and which form a basis for this justification, are complete and accurate.
