About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a simplified acquisition over $10,000 for the DOI National Park Service at Glacier Bay National Park and Preserve in Alaska.

The NPS is seeking to replace the "Boomer" spill response vessel in its marine fleet and requires the procurement of Furuno marine electronics and Mercury outboard engines. The J&A justifies the sole source procurement of these name-brand items based on the criticality of maintaining consistency across the fleet, the specialized technical expertise and parts availability from the authorized dealer status with Mercury Marine, and the remote location of Glacier Bay requiring interchangeable parts. Market research was conducted, and multiple vendors could meet the requirements, but only Mercury Marine offers the desired dealer status. The anticipated price is determined to be fair and reasonable using price analysis techniques.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER $10,000 ($2,000/$2500 for Construction/Services) AND

UP TO $250,000

(See FAR 13.106-1)

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

PR Number: 0040653356 Amount: $84,375

Description here:

The DOI NPS at Glacier Bay National Park and Preserve (GLBA)is seeking a replacement for the spill response vessel “Boomer” for our Marine fleet and requires Furuno Marine electronics and Mercury outboard engines in Glacier Bay, Alaska.

GLBA has an established marine operations program in which it owns and operates a fleet of vessels for conducting science, patrols, cruise ship transfers and spill response. The Brand name items in this procurement represent only a portion of the overall procurement.

2. Sole Source Justification Rationale (Check one and explain below):

__X___ Only one responsible source, as in name-brands only.

______ Urgent and compelling circumstances exist.

______ Other

Explain:

It is critical to maintain consistency in our marine electronics and propulsion systems for continuity across our fleet. Our Operators are trained and familiar with Furuno Marine electronics and our mechanics are likewise trained and familiar with Mercury Marine outboards. Differing marine electronics are not compatible with each other and they’re operating systems while similar in function are drastically different in form. Our marine mechanic shop has dealer status from Mercury Marine and receives discounts on parts and a level of technical service that other manufacturers do not offer. Due to the remoteness of Glacier Bay, interchangeable electronics and outboard parts in stock to minimize downtime from equipment failures. GLBA has limited space to store this shop stock and has consolidated to these primary manufacturers and converted all its fleet to operate with these systems. It would create undue burden upon park staff and park resources to have to support multiple systems and configurations.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Market research was performed for this project and multiple vendors expressed they could produce a boat with the required electronics and propulsion systems. Only Mercury Marine offers Glacier Bay dealer status, no other large manufacturer of outboard motors offers the same status to a non-retail governmental partner.

4. If this is a determination for sole source, the Contracting Officer certifies:

a. Only one source is available, name brands only.
