About this file

This is a draft Solicitation/Contract for Commercial Products and Commercial Services issued by the Defense Commissary Agency (DeCA) for Guam 3PL Dry Chill Frozen Storage and Transportation Services. The solicitation seeks a Women-Owned Small Business (WOSB) to provide logistics services for storing and transporting dry, chill, and frozen subsistence products, with an estimated annual quantity of 1,392-2,880 containers. The contract will have a base year from March 1, 2026, to February 28, 2027, with three optional one-year extensions through February 28, 2030.

Key evaluation factors include technical capability and past performance, with technical factors being more important than price. Offerors must participate in an oral presentation demonstrating their capabilities across topics like food storage, continuity of operations during force majeure events, and food safety quality control processes. Labor rates for warehouse specialists, truck drivers, and administrative assistants range from $17.75 to $23.15 per hour. The solicitation is set aside for Women-Owned Small Business concerns, with a North American Industry Classification System (NAICS) code of 493120 and a size standard to be determined. Proposals are due on January 14, 2026, at 4:30 PM EST, with oral presentations tentatively scheduled between January 16-21, 2026.

(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor's best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s). The notification will state (1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph (j) of this clause, or to a mutually agreed upon substitute date.
