About this file
This is a Competition Restriction Justification (CRJ) document for a sole source procurement by the Drug Enforcement Administration. The DEA's Office of Acquisition, through its Office of Investigative Technologies, seeks to procure concealments with audio/visual microphone from Sandoval Custom Creations, Inc., located at 605 County Line Road, Suite A, Palmer Lake, CO 80133-9088. The estimated contract amount is not disclosed in the document, and the delivery date is set for September 30, 2026. This is identified as a non-recurring requirement.
The justification cites FAR 12.201-1 simplified acquisition procedures and FAR 6.103-1 (Only One Responsible Source) as the basis for restricting competition to a single vendor. The DEA argues that Sandoval Custom Creations Inc.'s audio and video concealment products are highly reliable, secure, and well-suited for covert surveillance operations, offering advanced encryption, tamper-resistant features, and seamless integration with existing DEA systems. The justification asserts that while other vendors provide similar technology, few small businesses can match SCCI's security level, technical capability, and law enforcement compliance standards. No sources sought synopsis was issued, and the Contracting Officer will post a Notice of Intent to Award Sole Source to SAM.gov. Market research was conducted through GSA and open market searches with limited success in identifying alternative vendors. The document requires certification by the Technical/Requiring Activity and the Contracting Officer, with approval levels dependent on the final procurement value.
