About this file
This is a Competition Restriction Justification (CRJ) document for a sole source procurement by the Drug Enforcement Administration's Special Operations Division.
The DEA Office of Acquisition seeks to award a one-year contract to CoxCom, LLC for optical internet and local TV service from August 30, 2026 through August 29, 2027. The estimated contract value is redacted in the document. The Special Operations Division requires public open internet access for foreign VPN connections and internet investigations, cable TV for situational awareness of current events with hardwired connectivity during inclement weather, and VoIP lines to provide redundant communication through an alternative provider should the primary fiber connection be severed. The justification cites FAR 6.103-1 (Only One Responsible Source) as the primary authority for restricting competition. CoxCom is the sole proposed contractor because it has already installed the fiber optic cable and IP addresses necessary to deliver the required traffic; changing IP addresses would create operational hardship and place enforcement operations out of service during transition. The government conducted market research by reviewing catalogs, leveraging previous purchase knowledge, searching the internet, and examining prior DEA acquisitions of similar services. No sources expressed written interest in the acquisition. The contracting officer determined anticipated costs will be fair and reasonable through comparison to similar market services. The agency plans to publish a notice of intent to award sole source and intends to conduct market research before subsequent acquisitions to remove barriers to competition.
