Dell remains the mandatory source for purchasing IT equipment (computers, printers, tablets and peripherals) throughout all of the Department of the Interior and Indian Affairs. Class Justification for an Exception to Fair Opportunity for the Department of the Interior (DOI) has previously been approved by Megan Olsen, Senior Procurement Executive and Director, Office of Acquisition and Property Management.
Additionally, the particular brand name, product, or feature is essential to the Agency's requirements, and market research indicates other companies’ similar products do not meet, or cannot be modified to meet, the agency’s needs.
Market research yielded dozens of ISBEE vendors that are authorized as Federal resellers/partners for the Dell IT equipment to be solicited under the resulting RFP, including the three incumbent ITEMS vendors. Additionally, a pre-solicitation notice was posted 7/31/2025 to www.sam.gov.

Indian Affairs has a requirement for a competitive Indian Small Business Economic Enterprise (ISBEE) set-aside, with the intent to result in firm-fixed price, multiple-award Indefinite Delivery - Indefinite Quantity (IDIQ) contracts. IA is seeking a Brand Name Only approval to limit the specifications to Dell products, as identified in the specifications. IA will be purchasing laptop and desktop computers, tablets, printers, and associated peripherals.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based on the following:

We currently have the IA-specific equipment available under the ITEMS IDIQ. Pricing for the ITEMS IDIQ is competitive and has already been determined fair and reasonable.
Any pricing proposed as a result of this requirement being posted can be compared with other proposals received (adequate price competition) as well as to the current pricing for similar/same specifications.
Market research was previously conducted for the ITEMS IDIQ. Additional research for this requirement consisted of contacting Dell for a list of ISBEE vendors that are Dell partners - 39 ISBEEs were listed.
There is no other approved brand of IT equipment for DOI/IA, so no additional market research was performed for other manufacturers.
When NASA SEWP VI government wide acquisition contract (GWAC) is awarded, the DOI Interior Business Center (IBC) will be sourcing a similar competitive, brand-specific catalog that will likely be available in late FY25 or early FY26. IBC's source selection will also include a brand name justification for Dell, based on the current approved class brand-name justification for Dell equipment published on the DOI IT Storefront.
Multiple ISBEE vendors have inquired about a follow on effort to the current ITEMS
IDIQ.
DOI/IA may, in the future, evaluate the use of other than Dell manufactured equipment.
