About this file

This document is a Justification for Brand Name Products for the National Park Service, specifically for the Lyndon B. Johnson National Historic Park. The park requires a John Deere 6130M 4WD Tractor with Standard Cab and front-end loader to replace an existing tractor used for farming and ranching operations on the historic ranch, which encompasses 620 acres of ranch lands, 80 acres of farmland, and 150 historic LBJ Herefords.

The justification details why a John Deere tractor is the sole acceptable option, citing compatibility with existing equipment, seamless integration with current implements, and minimal training requirements for staff. The tractor specifications include a 130 horsepower engine and 102 horsepower PTO, and it is fully compatible with the park's existing round baler monitors and controls. Potential sources include Deere & Company, Tellus Equipment Solutions, and United Ag & Turf. The procurement is being processed under federal acquisition regulations allowing for non-competitive acquisition due to unique operational requirements, with an estimated review and approval timeline in April-July 2025.

United States Department of the Interior

NATIONAL PARK SERVICE

Santa Fe MABO Intermountain Region

Justification for Brand Name Products

Date: 4/29/2025 Project: John Deere 6130M Cab Tractor w/ front-end Loader

1. Identifications

a. Agency: National Park Service

a. 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements.

b. FAR Part 11.105: The Brand Name products are essential to the and market

c. FAR 6.302-thereby precluding consideration of a product manufactured by another company.

b. Contracting Office: Lyndon B Johnson NHP

2. Description of the action being approved:

Lyndon B. Johnson National Historic Park is in requirement of a John Deere 6130M 4wd Tractor with Standard Cab and front-end Loader that will be used by our ranch crew for farming and ranching operations.

Currently LYJO has a John Deere tractor used for mowing pastureland, cutting and baling of hay, plowing and chiseling of farm ground, and operating various other equipment needed around a ranch; this machine has reached the end of its life and needs replacement. Lyndon B. Johnson National Historic Park manages a historic working ranch that includes approximately 620 acres of ranch lands, 80 acres of farmland, and 150 head of historic registered LBJ Herefords. Tractors are used to maintain the cultural landscape of the park and to provide winter forage for LBJ

3. Description of supplies and services:

John Deere 6130M Standard Cab Tractor with Front-end loader. This machine comes equipped with all the requirements needed for use in applications at LYJO. The JD 6130M Standard Cab Tractor is rated with 130hp engine power and 102hp PTO power that will be compatible with all of our current equipment that the park owns

4. Authority:

5. The description of the unique qualifications or the unique nature of the acquisition:

Lyndon B. Johnson NHP already owns and operates a fleet of John Deere tractors and equipment. Our tractors are already set up and programed for the hydraulic systems, linkages, and bucket attachments used by John Deere tractors and implements. Since the park currently owns and maintains several John Deere tractors, many of the replacement parts are already on hand for any maintenance required; this is also valid for all the tooling required for service. This will eliminate additional time researching, traveling and purchasing replacement parts and tools. There will be little, if any, down time required for training employees on how to operate the new equipment and recalibrate the machinery. The cutting and baling of hay and planting of fields are time-sensitive operations and purchasing equipment with familiar operating systems and nearby parts warehouses will increase the successful completion of our farming & ranching operations.

The John Deere 6130M Standard Cab Tractor with front-end loader has an engine that is rated to 130 horsepower (137hp max) and the PTO power is rated to 102 horsepower. The JD 6130M Standard Cab is seamlessly compatible with current on hand round baler monitors and controls without changing purchasing new adapters. Any other brand machine will create issues of compatibility with implements that LYJO has in inventory and will require additional purchasing of adapters and additional time to install and remove as required for specific operations.

6. Efforts to obtain competition:

a. Efforts to ensure offers are solicited from as many potential sources as is practicable:

For acquisitions over $25,000 the solicitation will be issued on the Point of Entry, unless an exception applies.

b. Presolicitation notice per FAR 5.2:

For acquisitions over $25,000 a presolicitation FedBizOpps.gov unless the exception noted at FAR Part 5.202(a)(13) applies.

7. Determination that costs will be fair & reasonable:

Competitive quotes are expected and using comparative evaluation procedures the price will be determined fair and reasonable.

8. Description of the market research conducted:

Internet searches of different manufacturers of tractors and direct communication with several dealerships to obtain the specs and prices of their tractors that would meet the needs of our farming and ranching operations.

9. Other facts supporting other than full & open competition:

a. Reason why documents suitable for full & open competition have not been developed:

The park currently owns a fleet of John Deere tractors and implements, including a tractor identical to the one listed in this PR, and maintains an inventory of tools, parts, and supplies for servicing John Deere equipment.

All our employees are currently trained and familiar with John Deere operating systems and are able to instruct and train any new employees and volunteers on how to safely operate the tractors and implements.

We found the John Deere 6130M Standard Cab Tractor with front-end Loader to be the best equipped tractor to meet the farming and ranching demands found on our park. The John Deere 6130M Standard Cab Tractor with front-end Loader shares the same engineering designs, hydraulic hookups, and attachment hookups as the other John Deere tractors and implements currently in our fleet; therefore making it possible to utilize our cache of John Deere parts and attachments, thus reducing excess spending and down time for repairs, which is crucial in a time-sensitive operation such as cutting hay and/or planting of crops.

b. Data, estimated costs or other rationale as to the extent or harm to the Government:

No harm is expected to the Government from this acquisition strategy.

I do hereby recommend the use of the Brand Name products noted above for the procurement noted above.

I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.

11. Actions to remove barriers to competition in the future for similar acquisitions:

Replacing the current inventory of implements to a brand that is universal among all manufactures would be the only way to reduce competition barriers.
