About this file

This is a Sources Sought Notice (SSN) Survey Questionnaire issued by the National Park Service Denver Service Center for market research purposes related to a proposed construction project. The questionnaire is designed to gauge contractor interest and capability for constructing resilience improvements to the Santa Barbara Island Wharf (Solicitation No. 140P2026R0096). Respondents must submit completed surveys by July 24, 2026, at 9:00 AM Mountain Time to Contracting Officer Rachel Dyer at Rachel_dyer@ios.doi.gov. The survey responses will inform the determination of appropriate solicitation method and potential small business set-aside eligibility.

The questionnaire requires contractors to provide company information, demonstrate relevant experience as a prime contractor on federal construction projects of similar scope and magnitude, and confirm capacity to secure necessary insurance, performance, and payment bonds. Specific experience requirements include working in logistically challenging environments with construction vessels, performing in-water work in difficult coastal conditions, offloading materials from barges or helicopters to damaged infrastructure, marine construction expertise including underwater welding and structural work, and compliance with National Park Service biosecurity protocols and environmental sensitivity requirements. Contractors must identify applicable SBA certifications (EDWOSB, HUBZone, IEE, ISBEE, Native American-owned, SDVOSB, VOSB, or WOSB), specify the percentage of work to be self-performed, and indicate factors influencing their proposal commitment. The formal solicitation is anticipated to post in Fall/Winter 2026, with a projected 388-day construction schedule following notice to proceed from an anticipated 2027 award. The project requires California local construction licensing and permitting compliance.
