About this file
This is a Sources Sought Notice (SSN) for market research purposes issued by the National Park Service Denver Service Center for Solicitation No. 140P2026R0096. The SSN is not requesting proposals at this time but seeks information from both large and small businesses regarding their qualifications and interest in the project. Responses must be submitted by July 24, 2026, at 9:00 AM Mountain Time via email to Contracting Officer Rachel Dyer (Rachel_dyer@ios.doi.gov) using the attached Sources Sought Survey Questionnaire. The government anticipates issuing a competitive Request for Proposals around Winter 2026 and awarding a single Firm-Fixed-Price (FFP) contract. The analysis of responses will inform the acquisition strategy and determine whether a Small Business or other socio-economic set-aside will be designated for the formal solicitation.
The project involves constructing resilience improvements to the Santa Barbara Island Wharf, located approximately 38 miles offshore in Channel Islands National Park near Ventura County, California. The scope of work includes replacing eight timber fender piles, installing two steel breasting piles, constructing a new two-level lower landing area with access ladders and guardrails, installing two new timber bearing piles, repairing pile hardware and bracing, and replacing approximately 220 square feet of upper-level decking. The anticipated period of performance is 388 calendar days, potentially spanning two seasons (June through September recommended for in-water work due to calmer ocean conditions), with seasonal shutdowns for environmental protection of nesting seabirds and pinniped pups. The project requires specialized marine construction expertise including underwater structural welding, drilling, anchoring, carpentry, and metal fabrication; compliance with NPS biosecurity protocols and environmental requirements; and experience operating in a logistically challenging remote island environment with helicopter and barge material delivery. The NAICS code is 237990 with a $45 million size standard. Bid, Performance, and Payment Bonds will be required. The site includes limited upland staging accessible by helicopter and walking paths, with housing available for up to 8 people and 8 primitive campsites at nominal cost.

1. Purpose:
a. The purpose of this SSN is to gain knowledge regarding the types of interested businesses and their qualifications. Information obtained through this SSN by the NPS will be utilized to develop the acquisition strategy. The amount of interest, or lack thereof, will determine the possibility of a Small Business or other Socio-Economic Set-Aside for solicitation and award purposes. Analysis of the quality of responses to this SSN will be considered in the Market Research being conducted and in the making of any set-aside determination for this requirement.;
b. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement; and
c. No solicitation, proposal package, specifications, or drawings are available with this SSN.
2. Cost Reimbursement: Response to this announcement is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this SSN, nor any follow-up information requests.
3. Bonding: Bid, Performance, and Payment Bonds will be required.
4. North American Industry Classification System (NAICS) code: 237990 and Size Standard: $45M
5. Project Description:
The project is located at Santa Barbara Island in Channel Islands National Park. The Park Headquarters are located in Ventura County, CA. Santa Barbara Island lies approximately 38 miles west of the closest mainland point in Southern California. It is a remote, rugged island with boat access available only in the Landing Cove area. This area—referred to also as the “Landing Cove,” the “Wharf,” or the “Landing Dock” (as shown in Figure 2)—serves as the sole access point for Park, Concessioner, and visitor vessels.
This project will address storm related damage sustained at the Santa Barbara Island Wharf. Since 2016, the Wharf has experienced multiple storm events, including significant damage during the atmospheric river storms of 2023. Damage includes the complete loss of eight timber fender piles, one timber breasting pile, two timber bearing piles, the entire lower level (including the access ladder and railings), as well as damage to the upper-level wood deck and railings.

a. The project is located at: Santa Barbara Island in Channel Islands National Park. The Park Headquarters are located in Ventura County, CA.
b. The surrounding area is urban or rural with limited staging located at - A small upland staging area is accessible by helicopter and walking path. At the wharf, construction materials will be staged via barge. Access between the upland staging area and the wharf is by an unimproved walking path; no vehicles are allowed on the island.
c. Note any unique material delivery requirements - Due to the island’s remote location, all materials must be transported by boat or helicopter. There are no nearby suppliers.
d. The construction site is 48 miles from nearest suppliers and lodging facilities;
e. The Park will remain closed during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.
f. The site requires protective measures to ensure the surrounding area remains undisturbed;
g. The structure is a historic/natural/cultural resource;
h. The anticipated period of performance of 388 calendar days including any potential weather shutdown - Due to seasonal weather patterns and sea-level fluctuations, work may need to be conducted over two seasons. June through September typically provides the calmest ocean conditions and is typically the best time of the year for in-water work.
i. There are seasonal/other shutdowns mandated through the construction season, though environmental protection requirements for nesting seabirds and pinniped pups may impose seasonal work limitations.
j. Winter construction may be required. June through September typically provides the calmest ocean conditions and is typically the best time of the year for in-water work.
6. Project Scope: The scope of work for this project includes:
A. Replacement of 8 timber fender piles, pinning them to the vertical rock face with a steel support frame and bracing;
B. Installing two steel breasting piles with associated bracing, pinned to the vertical rock face and bearing on the sea floor;
C. Constructing a new two‑level lower landing area, including two access ladders and an IBC‑compliant guardrail system;
D. Installing of 2 new timber bearing piles;
E. Repairing and replacement of damaged pile hardware and bracing;
F. Replacing approximately 220 square feet of upper‑level decking with flow‑through decking and adding supplemental support framing.
Specialized skills include:
· Working in a logistically challenging environment, including operating construction vessels. Performing in-water work in a wavy, swell-prone cove with difficult rocky terrain. Offloading materials from a barge or helicopter to a damaged wharf infrastructure. Required daily use of a steep walking path from island housing to wharf work zone.
· Marine construction expertise, including underwater structural welding, drilling and anchoring capabilities; carpentry; metal fabrication.
· Compliance with NPS biosecurity and protocols and environmental sensitivity requirements. Compliance with the requirements of all permits.
Lodging: Housing is available on the island for up to 8 people, with an additional 8 primitive campsites. There is a nominal cost for housing. The Housing area is located in the upland area, near the Staging/Laydown area.
7. Solicitation: At this time, NPS DSC anticipates issuing a competitive Request for Proposals (RFP) around Winter 2026; and awarding a single Firm-Fixed-Price (FFP) contract.
8. Submittal Instructions: Responses shall be captured by filling out (in its entirety) the attached Sources Sought Survey Questionnaire. The interested Contractor shall respond no later than July 24, 2026, 9:00am Mountain Time (MT) by emailing the questionnaire to the Contracting Officer at: Rachel Dyer, Rachel_dyer@ios.doi.gov.
