About this file

This is a Sources Sought Notice (SSN) Survey Questionnaire issued by the United States Department of the Interior, Office of Acquisition and Property Management, Contracting Operations - Denver Service Center, National Park Service.

The questionnaire is designed to assess potential contractor interest and capabilities for a federal construction project in Louisiana under Solicitation No. 140P2026R0082 (File Code: A14, JELA 325249). Respondents must submit completed surveys to carlos_garcia@ios.doi.gov by June 10, 2026, at 5:00 PM MT. The survey seeks information regarding companies' experience as prime contractors on similar federal construction projects; compliance with Louisiana local construction building licensing and permitting requirements; bonding capacity for insurance and performance/payment bonds; and relevant experience performing construction within historic or mission-sensitive institutional landscapes similar to National Park Service settings, including site restoration, demolition, and infrastructure repair work in flood-prone or environmentally constrained areas. The survey also requests information on construction methods and materials appropriate for preservation-sensitive environments such as cemeteries and historic landscapes. Additional questions address Small Business Administration certifications (EDWOSB, HUBZone, SDVOSB, VOSB, WOSB, and others), the estimated percentage of work the company will self-perform, and factors influencing proposal submission, with an anticipated solicitation posting in August/September 2026 and a construction completion deadline of May 2028. The survey results will inform the government's market research and determine appropriate small business set-aside designations for the requirement.
