About this file

This is a Sources Sought Notice (SSN) issued by the National Park Service Denver Service Center for market research purposes regarding a construction project to repair Conzelman Road at Golden Gate National Recreation Area in Marin County, California.

The project entails construction of a concrete retaining wall with deep pile foundations along a one-way/single-lane segment of Conzelman Road to address coastal bluff erosion that has threatened roadway stability for over two decades. The wall will include a steel bridge rail affixed to the top, and existing steel guardrail will be adjusted for alignment. The NAICS code is 237310 (Highway, Street, and Bridge Construction) with a $45 million size standard. The Government seeks offers with a total price between $1,000,000 and $5,000,000, though this range is not a ceiling or floor. The anticipated period of performance is 180 calendar days. Project conditions include full roadway closure capability during construction with weekend reopening for bicycle and motor vehicle traffic, protective measures for surrounding areas, daily work schedules for archaeologically sensitive areas, coordination for equipment inspections and material delivery, and mitigation for natural hazards including poison oak. The construction site is within 12 miles of suppliers and lodging facilities, and the park will remain open during construction to minimize visitor impact. A competitive Request for Proposals (RFP) is anticipated for issuance around Winter 2026/Early 2027, with award of a single Firm-Fixed-Price (FFP) contract. Responses to the Sources Sought Survey Questionnaire must be submitted by 2:00 PM Mountain Time on May 29, 2026, to shellie_murphy@ios.doi.gov. Bid, Performance, and Payment Bonds are anticipated to be required. No reimbursement will be provided for response costs, and this SSN is for market research only; proposals are not being requested or accepted at this time.

A14 Page 2 of 2 v1 Mar2025 years ago the roadway was realigned several feet away from the bluff and a guardrail installed to protect motorists. Coastal erosion has continued, and the roadway is now partially undermined at the top of the bluff. A concrete retaining wall with deep pile foundations will be constructed to shore up the roadway prism at the erosion site. The wall will have a steel bridge rail affixed to the top. Existing steel guardrail will be adjusted to align with the bridge rail. Selected details from preliminary engineering plans are shown below.

A14 Page 4 of 2 v1 Mar2025

• The roadway can be fully closed during construction activities. As soon as possible, the roadway should be opened for bicycle and motor vehicle traffic on weekends.

• The site requires protective measures to ensure the surrounding area remains undisturbed.

• There are sensitive resources that will require mitigations to protect during construction.

Daily work schedule will be required for all work occurring within archeologically sensitive areas. The Daily work schedule shall include:

Starting and ending dates of ground-disturbing construction.

Types of construction, such as excavation or augering.

Methods and equipment used for each type of construction.
