About this file
This is a Sources Sought Notice (SSN) and accompanying Survey Questionnaire issued by the National Park Service Denver Service Center for market research purposes regarding a concrete retaining wall construction project.
The project, located at Golden Gate National Recreation Area in Marin County, California (GOGA 336173, Solicitation No. 140P2026R0072), involves constructing a concrete retaining wall with deep pile foundations along a one-way segment of Conzelman Road to address coastal bluff erosion threatening roadway stability. The scope includes a steel bridge rail affixed to the wall top and adjustment of existing steel guardrails. The government seeks offers between $1,000,000 and $5,000,000, though this is provided as courtesy information and is not a binding ceiling or floor. The anticipated period of performance is 180 calendar days with expected completion by Summer 2028. A competitive Request for Proposals (RFP) is anticipated for Winter 2026/Early 2027, with award of a single Firm-Fixed-Price (FFP) contract. The applicable NAICS code is 237310 (Highway, Street, and Bridge Construction) with a $45 million size standard. Bid, Performance, and Payment Bonds are anticipated to be required.
Project conditions include full roadway closure capability during construction with weekend reopening for bicycle and motor vehicle traffic, protective measures for sensitive archaeological areas requiring daily work schedules documenting ground-disturbing activities, natural hazards including poison oak, and coordination requirements for equipment inspections and material delivery. The construction site is within 12 miles of suppliers and lodging. Interested contractors must submit completed Sources Sought Survey Questionnaires addressing federal prime contracting experience, bonding capacity, retaining wall construction expertise, bicycle traffic management experience, SBA certifications, and factors influencing proposal submission by May 29, 2026 at 2:00 PM Mountain Time to Contracting Officer Shellie Murphy at shellie_murphy@ios.doi.gov. This SSN is for market research only; proposals are not being requested or accepted at this time.

5. Project Description:
The project entails construction of a concrete retaining wall along a one-way/single-lane segment of Conzelman Road that follows a steep coastal ridge line. Erosion of the coastal bluff has threatened stability at a point along the roadway shoulder for over two decades. Approximately 12
A14 Page 2 of 2 v1 Mar2025 years ago the roadway was realigned several feet away from the bluff and a guardrail installed to protect motorists. Coastal erosion has continued, and the roadway is now partially undermined at the top of the bluff. A concrete retaining wall with deep pile foundations will be constructed to shore up the roadway prism at the erosion site. The wall will have a steel bridge rail affixed to the top. Existing steel guardrail will be adjusted to align with the bridge rail. Selected details from preliminary engineering plans are shown below.
