About this file
This Statement of Work (SOW) details an emergency evaluation of the hydraulic governor systems at the Headgate Rock Hydro Electric Generation Station (HGR-EGS) for the Bureau of Indian Affairs (BIA), Colorado River-Electrical Services (CR-ES). The project requires a Subject Matter Expert (SME) to conduct a comprehensive three-day inspection of each of the station's three hydraulic governor systems, identifying current configuration, errors, and recommended repairs. The contractor must utilize USBR Facilities Instructions, Standards, and Techniques (FIST) as the technical evaluation guide, with a focus on addressing critical issues including oil pump failures, continuous pump running, oil line separations, and catastrophic valve failures.
The contract has a 45-day period of performance, with two primary deliverables: a kick-off meeting within 10 days of notice to proceed and a findings report 10 days prior to contract completion. The performance location is within the Colorado River Indian Tribe (CRIT) Reservation in Parker, Arizona. The primary objective is to help CR-ES restore the power generation station's reliability, as the current system has experienced significant hydraulic governor system failures that have reduced power generation capacity and created financial challenges for the tribal community's electrical service.

Statement of Work
Emergency Governor Evaluation
1.0 NEED
The Bureau of Indian Affairs (BIA), Colorado River-Electrical Services (CR-ES) must ensure the safe, reliable, and consistent operation of the Headgate Rock, Hydro Electric Generation Station (HGR-EGS). The power generation station consists of three major systems controls, generators, and turbines. The turbines have faced several catastrophic failures within its subsystem, the hydraulic distribution system of the governor. To repair the damage done to the hydraulic governor system CR-ES elected to upgrade the hydraulic distribution valves, piping, check valves, and motors. The upgrades have caused the system to run sub-par and triggered premature failure of newly installed equipment. The system is currently outside the warranty period of the original installation award. CR-ES needs a Subject Matter Expert (SME) with hydraulic system engineering, troubleshooting, and hydraulic governor design expertise, to inspect and troubleshoot the governor system. The SME will need to produce a report identifying the current systems’ configuration, errors, and recommended repairs with materials lists.
2.0 RISK
The HGR-EGS is interconnected, through the Headgate Rock Substation, to the Western Area Power Administration
(WAPA) high voltage power grid. To ensure safe, reliable electrical power is provided to the customers and Native
American Tribe served by CR-ES, the power needed to meet full system loading is purchased from WAPA. The electrical power generated from the HGR-EGS is used to offset the cost of purchasing power from WAPA. The offset is accomplished through power purchased, minus the power generated. The net cost is passed along to CR-ES customers. The direct relationship of purchase power cost to customers’ electric bills causes financial impact to the economically stressed community. The HGR-EGS has suffered the loss of one of its three power generators due to governor system failures, and experienced substandard performance on the other two power generators. The financial burden caused by the loss of power generation due to system failures will force the program to increase costs to electrical rates and purchase power fees. Because of the severity of catastrophic failures, and non-commercial-off-the-shelf products, there is no estimated time frame as to when the hydraulic system can be repaired.
Resulting in an undefined financial impact to the program and its customers/Tribe.
3.0 OBJECTIVE
A key goal for BIA, CR-ES is to provide economical and reliable power to the residential, commercial and irrigation customers that reside within the boundaries of the Colorado River Indian Tribe (CRIT) reservation.
The objective of this effort is for the Contractor to supply SME’s capable of evaluating the governor hydraulic systems and deliver recommended repairs and parts list.
3.0 BACKGROUND
Owned and operated by BIA, the HGR-EGS is located on the lower Colorado River, about 15 miles downstream of
Parker Dam near the town of Parker, Arizona. The Headgate Rock Dam (HGRD), which impounds a body of water known as Lake Moovalya, has 10 radial gates. Radial gates #1-7 act as spillway gates and pass Colorado River flow without generating any power. Radial gates #8-10 sit immediately upstream from HGR-EGS’s three hydroelectric generation units.
The HGR-EGS was retrofitted to the Head Gate Rock Dam (HGRD) circa 1992. HGR-EGS consists of three (3) low head, axial flow turbines, which power three (3) 6.5 Mega Watt (MW) electric generators, for a total output of 19.5
MW. The electrical power generated interconnects to the 69 Kilovolt (kV) power distribution system servicing the
Colorado River Indian Tribes (CRIT) Reservation. Somewhat rare, the hydroelectric generation units are installed horizontally because of the low head design. The turbines are manufactured by Voight, and the generation units are manufactured by Villares. The turbines utilize a 1,000-psi hydraulic system to control the gates, and wicket gates for the turbines.
After the hydraulic governor system experienced a series of catastrophic failures, CR-ES contracted to upgrade the original hydraulic governor system to a more efficient modern design. The upgrade began in 2022 and ended in
2023. Since the upgrade the system has been plagued with leaks, breaks, and component failures. CR-ES has had system repairs completed by both the original contractor and government staff, but none of the repairs have yielded a reliable system, capable of 24/7 unmanned operation.
4.0 SCOPE
The scope of this effort is for the Contractor to perform an inspection, troubleshooting of the governor systems at the
HGR-EGS. The Contractor will produce a report identifying the current systems’ configuration, errors, and recommended repairs with materials lists.
5.0 REQUIREMENTS AND TASKS
To meet the BIA’s goals and expectations the Government requires an expert contactor with in-depth knowledge and expertise in all areas of requirements, elicitation, documentation, installation, maintenance, troubleshooting, and management to ensure that requirements are met, and deliverable services comply with business needs.
The following section of the SOW describes the requirements and tasks that shall be completed by the Contractor.
5.1 REQUIREMENTS
The Contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of tasks assigned under this contract.
5.1 SPECIFIC TASKS
The contractor shall provide management and technical services within the scope of this contract to support the following tasks.
