PLANNING PURPOSES ONLY
This is a sources sought notice (SSN), issued in accordance with (IAW) FAR 15.201(e), to conduct market research. This SSN is issued solely for information and planning purposes. It does not constitute either a request for quotation (RFQ); nor is it a promise to issue an RFQ in the future. This SSN does not commit the Government to solicit or contract for any supply or service whatsoever. The National Park Service (NPS) is not seeking quotes at this time and will not accept any unsolicited quotes.
IAW FAR 52.215-3 The Government does not intend to award a contract on the basis of this SSN or to otherwise pay for the information solicited. Any response to this notice shall be used for information only and does not constitute a quote or promise to acquire the products/services described herein.
The Government shall not pay for costs incurred while responding to this SSN. Firms who do not respond to this SSN may still participate in any future RFQ. Information submitted in response to this SSN is strictly voluntary and becomes Government property. In addition, information received in response to this SSN will be utilized solely for market research and shall only be considered within 18 months of receipt.
This SSN is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this posting or any follow-up information requests. This notice is a market research tool to help the NPS develop and decide on the most advantageous acquisition strategy.

The NPS, Contracting Operations (ConOps) Central, Northern Rockies Major Acquisition Buying Office (NR MABO) is seeking capable contractors to provide Hot Mix Asphalt Services to YELL at the Norris Junction Pit, WY.
Potential Project – Known Information:
Period of Performance:
08/01/2025 – 10/31/2025
Mobilization of the plant and required materials need to be in place (no later than 08/1/2025) prior to the start of the required period of performance (POP) of 8/1/2025 – 10/31/2025.
Demobilization of the mobile plant begin as soon as the last delivery has been made on or about on 10/31/2025.
Location & Deliveries:
Norris Junction Pit, YELL, WY, 92190. This is approximately 22 miles south of Mammoth Hot Springs, WY.
Most weeks the Park crews take delivery of asphalt on Monday – Thursday. However, there will be occurrences where deliveries shall be required on Fridays and Saturdays upon approval from the Contracting Officer Representative (COR).
YELL trucks will pick up the mix, Freight-on Board (FOB) from contractor’s plant site for distribution to job sites.
Requirements/Specifications of Asphalt mixing:
Contractor shall provide all labor, materials, supervision, and equipment necessary to meet the requirements of this procurement.
Contractor shall provide asphalt concrete aggregate, PG58-34 oil, anti-strip, labor, and equipment to produce 6,300 tons of mix onsite at the Norris Junction Pit.
Asphalt oil and mix design specifications:
Contractor shall provide contract mixing of 6,300 tons of PG58-34 asphalt with a 1% Type 3 (lime) anti-strip additive with the aggregate meeting ½” gradation in tables 703-4, 703-5 and table 703.07 Asphalt Concrete Aggregate, to produce a mix with 4% air voids. The largest size rock in the mix would be all material passing the ¾” inch sieve.
Contractor shall submit mix design to YELL for approval prior to start of mixing.
Mix Plant specifications:
The mobile asphalt mixing plant shall be equipped with a bag house pollution control system (wet scrubber is not acceptable).
The mobile asphalt mixing plant shall be capable of producing 120 tons per hour under any weather condition suitable for paving.
Due to weather conditions, paving may not occur every day. Days of production could require a minimum of 100 tons to a maximum of 900 tons of mix per day.
Mix Plant Mobilization:
Mix plant shall be hauled in through the West entrance of YELL to the Norris pit (approximately 29 miles northeast of west gate).
