Sources Sought Notice Summary

This is a Sources Sought Notice (SSN) issued by the National Park Service Denver Service Center for market research purposes regarding NAMA 326209—Rehabilitate Seawalls and Shoreline (Phase III) at East Potomac Park, Potomac River, Channel Side, and Tidal Basin in Washington, D.C. The SSN was issued on August 17, 2026, with responses due by 3:00 PM Mountain Time on September 2, 2026, to kristin_tauber@ios.doi.gov and timothy_burger@ios.doi.gov. This is strictly a market research solicitation; no proposals are being accepted at this time. Responses are requested from both large and small businesses to inform the government's acquisition strategy and determine potential small business set-aside eligibility.

The project involves rehabilitating two sections of seawalls in East Potomac Park and the failing Tidal Basin, with work including removal and reconstruction of existing stone masonry seawalls along historic alignments, sidewalk and railing reconstruction, landscaping restoration, and design provisions for future vertical additions to accommodate sea level rise. The anticipated period of performance is 1825 calendar days, and winter construction may be required. The project is classified under NAICS code 237990 with a $39.5 million size standard, requires Bid, Performance, and Payment Bonds, and will be awarded as a single Firm-Fixed-Price (FFP) contract through a competitive Request for Proposals anticipated in fall 2026. The construction site is located in an urban area with limited staging, 5 miles from nearest suppliers and lodging, and must remain open to the public during construction with protective measures implemented to minimize visitor impact and preserve the historic/natural/cultural resources.

6. Project Scope:

This project will rehabilitate two sections of seawalls in East Potomac Park (EPP). The first section will begin at the Inlet Bridge and extend south along the Potomac River to include Hains Point. The second section will begin at the Outlet Bridge and extend south along the Washington Channel to the I-395 bridge. The existing stone masonry seawall will be removed, and reconstruction will follow the historic alignment. Various seawall and shoreline stabilization alternatives will be evaluated. Portions of the design will be able to accommodate future vertical additions in response to sea level rise or increasing storm surge elevations. The existing sidewalk and railing along the seawall will be reconstructed to provide a continuous pathway along EPP and connect to existing realigned pathways for accessible access to the seawall. Existing landscaping adjacent to the seawall will be replaced and graded to provide proper drainage.

This project will also rehabilitate the remaining portions of the failing Tidal Basin. The existing stone masonry seawall will be removed and reconstructed along the historic alignment and historical functional height.

Designs will include foundations that can bear the weight of additional stone and concrete, which will allow the walls to be extended vertically in response to future sea level rise or increasing storm surge elevations.

Where feasible, stone masonry from the historic wall will be salvaged and reused in the reconstruction.

7. Solicitation: At this time, NPS DSC anticipates issuing a competitive Request for Proposals (RFP) around the fall of 2026; and awarding a single Firm-Fixed-Price (FFP) contract.
