About this file
This file is a Request for Information (RFI) consisting of general questions posed to potential contractors for National Mall and Memorial Parks (NAMA) Project 326209, which involves rehabilitating seawalls and shoreline (Phase III) at East Potomac Park along the Potomac River and Channel Side.
The RFI addresses critical planning and logistical challenges contractors must navigate. Key areas of inquiry include: coordination strategies to minimize interference with concurrent projects (D.C. Water's multi-year underground tunnel construction and Virginia Passenger Rail Authority's Long Bridge project); work approach methodology (landside, waterside, or both); waterside execution methods including tide work versus dewatering, water return systems, and seasonal regulatory closings; traffic and public access maintenance along Ohio Drive with staging needs; long-lead items and price volatility impacts on schedule; production rates and workforce/equipment availability; feasibility of construction docks and piers for equipment and material delivery; information requirements for waterproofing retrofits to accommodate lower-level inundation; fuel storage and refueling mitigation methods compliant with NAMA restrictions; noise and construction hour restrictions per DC ordinances; and experience addressing inland drainage impacts resulting from the increased shoreline elevation. The questions are designed to assess contractor capability, experience, and problem-solving approaches for a complex waterfront rehabilitation project with multiple concurrent construction activities and significant environmental and regulatory constraints.

National Mall and Memorial Parks (NAMA) 326209 Rehabilitate Seawalls and Shoreline (Phase III)
East Potomac Park Potomac River and Channel Side
General Questions to Potential Contractors
All Project Areas
1. D.C. Water has a large, multi-year underground tunnel construction contract which will be occurring in the same general area and at the same general time. What would your approach be to minimize interference and/or delays between the two projects?
2. The Virginia Passenger Rail Authority’s Long Bridge project is another multi-year construction project which is currently under construction in East Potomac Park. What would your approach be to minimize interference and/or delays between the two projects?
3. Would you be working from the landside, waterside, or both?
For waterside work:
i. Would you be working the tides or dewatering?
ii. If dewatering, would you be pumping return water to tanks or through decanted cofferdam approach?
iii. Have you had to plan and work through “time of year” regulatory closings?
iv. How would you address staging, material storage, and material delivery if there are upland site restrictions? Can you access the entire site using floating equipment (crane barge, material barge, etc.) if needed/desired?
4. What conflicts do you expect and how would you avoid them if accessing the seawall area from the landside if maintaining traffic and public access along Ohio Drive for driving, biking, and parking is required. Address needs for staging. Benefits to closing one side of the ring road.
5. Discussions re: Based on the description of this scope, are there major elements of this project that you foresee will experience long leads and/or significant price volatility based on current similar projects, that could impact the schedule of this project?
6. Discussions re: production rates, workforce/equipment availability?
7. Given access issues, the potential of construction dock(s) and construction pier are considered. Is this a feasible approach for delivery of equipment and materials? Are there better options?
8. What information is necessary and what is useful to help guide pricing, for waterproofing of buildings that require retrofitting buildings to allow lower-level inundation without building damage?
9. There are restrictive refueling and fuel storage requirements on NAMA property. What are examples of methods applied to mitigate fuel spills or what have you applied to refuel efficiently if refueling and storage are not permitted at the job site. How may that impact this phase of the project?
10. There are DC ordinances restricting times of construction and restricting levels of noise.
The restrictions may vary depending on the location in East Potomac Park. What methods do you employ to mitigate schedule delays due to such restrictions? Are there any other requirements that would prohibit you from being able to apply those mitigations?
11. This project will increase the height of the shoreline compared to the existing top of seawall. What experience do you have in addressing the impacts on drainage from the inland areas due to that increased elevation?
