About this file
This is a Sources Sought Notice from the U.S. Geological Survey conducting a market survey to identify firms capable of providing acoustic telemetry systems for fish tagging under NAICS code 334511 (Small Business Size Standard: 1,350 employees). This is not a solicitation and submission is entirely voluntary; all costs associated with responding are the contractor's responsibility.
The required acoustic telemetry systems must operate at 69 kilohertz (kHz) frequency with receivers capable of detecting and decoding 69 kHz transmitters using proprietary Generation 2 worldwide coding architecture to record fish identification numbers and sensor data from both previously deployed and new transmitters. Systems must support DC power for 12-volt, solar-powered installations; interface with third-party dataloggers via ASCII protocol; provide cabled, real-time detection data capability; and utilize high-speed RS-485 cables with receiver-compatible Subcon connectors. Additionally, vendors must provide turnkey, 69 kHz real-time acoustic fish telemetry systems with AC and DC power options, two-way cellular communications, detection alerts, remote data download capability, and remote API access, available in both fixed deployments (similar to USGS streamgages) and buoy-mounted configurations. The proposed systems must integrate with existing 69 kHz Innovasea code tags.
Responses are specifically requested from: Indian Small Business Economic Enterprises, SBA-certified Small Business HubZone firms, Small Business firms certified for the 8(a) program, Service-Disabled Veteran-Owned small businesses, and other small businesses. Interested firms must submit firm name, address, phone number, SAM UEI number, a capability statement documenting relevant performance history within the last three fiscal years (including owner name and points of contact with contact information), their role in prior work (prime, subcontractor, etc.), and their socioeconomic status. All responses must be submitted via email to Kekila_Keuma@ios.doi.gov no later than July 27, 2026 at 5:00 p.m. MST. Firms must be registered in the System for Award Management (SAM). If sufficient interest and capability is not received from the identified categories, any resulting solicitation may be issued as unrestricted. Future solicitations will be posted on the Federal Business Opportunities website with no paper copies provided.
