About this file
This is a Sources Sought Notice issued by the U.S. Geological Survey to conduct a market survey for commercial navigation and post-processing software. The requirement is for software that integrates with Ping 3DSS sonar systems and supports hydroacoustic and hydrographic survey workflows. The NAICS code is 513210 with a small business size standard of $47 million in average annual receipts.
The software must include native integration with Ping 3DSS sonar with support for Ping data formats and automatic synchronization of sonar and navigation data. Key technical requirements include compatibility with existing inertial navigation units and GNSS receivers; ability to import, post-process, and correct GNSS/IMU datasets in high-multipath, GNSS-degraded riverine environments; tightly coupled GNSS/INS processing; direct interoperability with hydrographic software (HYPACK, Qinsy, CARIS, internal tools); export capability for required downstream formats (SBET, ASCII, RXP, manufacturer-specific); automated timestamp alignment across GNSS, IMU, and sonar streams; built-in QA/QC reporting aligned with agency hydroacoustic standards; support for correction services (PPP, PPK, SBAS); batch processing of large multi-day survey datasets; demonstrated compatibility with hydroacoustic biological-survey platforms; and ability to operate in secure computing environments without cloud-based processing. Responses are requested from Indian Small Business Economic Enterprises, SBA-certified HubZone firms, 8(a) program participants, Service-Disabled Veteran-Owned small businesses, and general small businesses. All responses must be submitted no later than July 1st, 2026 at 12:00pm MST to Kekila_Keuma@ios.doi.gov and must include firm name, address, phone number, SAM UEI number, capability statement with recent relevant performance history, and size status. Submission is voluntary and this notice does not constitute a solicitation or commitment by the Government.
