REHABILITATE EL PORTAL

WASTEWATER TREATMENT FACILITY

AND ADMIN CAMP

YOSEMITE NATIONAL PARK, CA (YOSE 196416)

Audience: Potential Contractors and Subcontractors When: 17 April 2024, 8am- 4pm PT Where: Yosemite National Park, 5083 Foresta Road, El Portal, CA 95318

Abstract:

We are pleased to extend an invitation to industry to participate in the National Park Service (NPS) Denver Service Center (DSC) upcoming Industry Day event for the Rehabilitation of the El Portal Wastewater Treatment Facility and Admin Camp. This event presents a unique opportunity for potential contractors and subcontractors to directly interact with the NPS to gain insights into the upcoming solicitation.

This announcement is to gage interest in the number of contractors and subcontractors who are interested in the project while also providing an opportunity to visit the site and provide input for the development of the project requirements. The Industry Day also provides an opportunity for engagement with key stakeholders, organizational understanding, information dissemination, and teaming opportunities.

Project Scope:

This project will rehabilitate the 45-year-old El Portal Wastewater Treatment Facility (WWTF), the largest in the NPS, and the sole wastewater treatment service for the Yosemite Valley, El Portal, and adjacent communities. The existing facility features an undersized two-story arrangement with limited access points and failing systems. It is not feasible to modify the existing plant to accommodate required improvements to lab and office space, make room for more effective treatment process infrastructure, or provide adequate space for system operation and maintenance activities. Replacement components are difficult to procure or are no longer manufactured due to the age of the existing plant, resulting in the need to fully replace the electrical service, switchgear, motor control center, and distribution systems.

· The wastewater processes will be designed for a nominal capacity of 1.0 MGD.

· New treatment processes including headworks, secondary treatment, dewatering, solids management and aerobic digestion.

· Rehabilitation of the existing tertiary and UV disinfection processes.

· Replacement and upgrade of the electrical systems throughout the treatment plant.

· New operations and maintenance facilities.

· New facilities will be constructed on the existing site, while maintaining operation of the existing treatment processes.

· Upgrade SCADA for El Portal WWTF and wastewater lift stations within the El Portal service area.

· Demolition of the old treatment process, maintenance, and administrative facilities.

This project also includes the Admin Camp (El Portal Trailer Village), with RV sites for construction workforce housing. Site improvements may include rehabilitate or replace infrastructure and utility systems to support the RV sites. Contractor provided temporary utility connections may be required. NPS will implement its best practices for RV-based campground design to arrange the RV sites to improve natural and cultural resource protection, as practicable. Project Scope includes:

· Development and rehabilitation of approximately 20-30 RV camping sites

· Improvement of existing roadways and paved areas

· Rehabilitation and/or replacement of existing utilities (water, sewer and electrical)

Period of Performance:

The anticipated period of performance is 36-40 months including any potential weather shutdown. Winter construction is anticipated, since winters are often mild within the project area, with limited amount of snow accumulation.

Procurement Schedule:

The solicitation for the project is scheduled to be posted on or about June 2024.

Magnitude of Construction:

$150M - $200M

Who should attend:

We welcome any potential contractors and subcontractors who are considering proposing to this solicitation. We look forward to partnering with your company to provide knowledge and industry best practices in this requirement. Representatives should be technically savvy, understanding both Industry and NPS’s mission.

Industry Day Goals:

There will not be any formal question and answer period for these requirements on the Industry Day on April 17, 2024. John Fife is the POC for these requirements. Please contact John Fife at John_Fife@nps.gov for more information.

A). YOSE 215363 Tuolumne Wastewater Treatment Plant Estimated magnitude of construction: Greater than $50M.

Project Scope: This project will replace a 50-year-old extended aeration wastewater treatment plant, force mains, and treated effluent disposal system including pump stations, tanks, and associated equipment. The existing plant will be demolished, ponds modified, and a recreational vehicle dump station installed. The new treatment plant will provide modern primary, secondary, and tertiary treatment components and solids handling capability. The wastewater treatment plant operates from May to October with an average flow of 45,000 gallons per day. To minimize construction impacts on park operations and property, funds will provide for a temporary RV dumping station. The current station, located within the construction area, will be inaccessible while work is ongoing.

B). YOSE 228647 Tuolumne Water Distribution System Estimated magnitude of construction: Greater than $10M.

Project Scope: Rehabilitate the Tuolumne Meadows water distribution system that provides an average of 34,000 gallons of potable water a day and a daily maximum of 73,000 gallons to visitor use areas and NPS buildings and facilities. Specific work includes: 1) Replace 37,940 linear feet of outdated water line (cast iron, PVC, HDPE material), including distribution mains and laterals to all buildings and facilities. Water line sizes will vary as required, likely between 1-8 inches. Replacement pipe material will be PVC, HDPE and DIP. 2) Replace 100,000 gallon above ground water tank with a 250,000-gallon tank. The new tank will be placed adjacent to the existing tank to keep the water system operational until the old tank is removed. 3) Replace 8 fire hydrants. 4) Install water meters at all facilities (approximately 57 new meters and 3 replacements).

C). YOSE 228661 Hodgdon Meadows Water and YOSE 196755 Sanitary Systems Estimated Magnitude of construction: Greater than $10M.

Project Scope:

The YOSE 228661 portion of the project will replace the Hodgdon Meadows water system which has received few improvements since its construction in the 1960s. Work will replace the original asbestos concrete water line; remove and replace service laterals; install water meters to all facilities; improve storage and flow capacity; replace antiquated fire hydrants; install a new well; and address various system deficiencies.

The YOSE 196755 portion of the project will install a new gravity sewer conveyance pipeline extension from the Hodgdon Meadow Campground towards the Big Oak Flat Entrance Station. The new gravity sewer line is anticipated to be 6-inch diameter and run approximately 2,520 linear feet. This gravity sewer line will be placed under the existing Tuolumne Grove Road which currently provides vehicular access between Hodgdon Meadow and the Big Oak Flat Entrance Station. A horizontal directional bore run comprised of a 720-foot run will be performed to avoid a 15-25 foot deep excavation cut where the Tuolumne Grove Road follows a topographic hump.
