About this file
This document is an Industry Day announcement for the YOSE 196416 project to Rehabilitate the El Portal Wastewater Treatment Facility and Admin Camp in Yosemite National Park, California. The National Park Service is seeking feedback from potential contractors and subcontractors on the project's proposed 48-month period of performance, the use of an Admin Camp to provide temporary housing for construction workers, and other aspects of the project.
The project scope includes rehabilitating the existing 45-year-old wastewater treatment facility to improve treatment efficiency and meet current standards. The Admin Camp is proposed to provide 10-30 new RV sites to help address challenges such as lack of local lodging and labor shortages. The solicitation is expected to be released in the 4th quarter of 2024, with award in the 1st quarter of 2025. The estimated construction value is greater than $150 million, with a NAICS code of 237990. The NPS is also providing information on upcoming projects at Tuolumne Meadows and Hodgdon Meadows in Yosemite National Park.

REHABILITATE EL PORTAL WASTEWATER TREATMENT FACILITY & ADMIN CAMP
YOSEMITE NATIONAL PARK, CA (YOSE 196416)
SURVEY REQUEST
This survey is to obtain feedback from contractors and subcontractors who are interested in the project, as a follow-up to the Industry Day event that was held on April 17, 2024 at Yosemite National Park, which provided an opportunity to visit the site and provide input for the development of the project requirements.
The DEADLINE FOR SURVEY RESPONSE IS: Noon MT, April 29,2024.
FEEDBACK provided to NPS will be considered confidential, and not shared outside of the NPS & DSC Design Team.
NPS is requesting feedback from potential contractors and subcontractors on the subject project:
Period of Performance (WWTF & Admin Camp) Admin Camp usage by contractors and subcontractors Industry Day Feedback
PERIOD OF PERFORMANCE CONTRACTOR RESPONSE
1 Period of Performance: The current proposed POP is currently estimated as 48 months. Please provide feedback on how this duration may effect your bid.
ADMIN CAMP USAGE CONTRACTOR RESPONSE
2 Admin Camp may be provided within the
Base Bid, or as Bid Options. Please provide feedback on how this may affect your bid and pricing.
3 The NPS anticipates that the utilization of the Admin Camp will result in a cost benefit for the project. Please provide suggestions on how to structure the solicitation to clearly demonstrate what the cost benefits are.
4 Admin Camp Usage: Based on a POP of approximately 4 years, please provide feedback on the number of RV Sites and Duration that may be used within Admin Camp.
5 Type of Housing: Please identify the number of RV Units and/or Contractor Trailers (Office, Restroom, Showers, Bunkhouse, Park Model, etc.) that may be deployed by the Contractor within Admin Camp.
6 Based on the above information and expected usage, please indicate your preference on which option (see below) would be preferrable within the Base Bid, in an effort to reduce project housing/ commuting costs. Please consider the minimum (RV Sites) required to not have a significant impact on schedule and cost due to limited viable housing for construction crews near the project site.
Options (Refer to Handouts and Presentation):
A. Not at All (Contractor or sub-contractors will not use Admin Camp for housing)
B. Temporary Use Only – 10 RV Sites C. C1 Option – 21 RV Sites D. C2 Option – 30 RV Sites
INDUSTRY DAY FEEDBACK CONTRACTOR RESPONSE
7 Please let us know the value/benefit of
Industry Day?
8 Please let us know what could be improved.
9 Please provide any additional feedback
Please return your survey response to the following Points of Contact Contracting Officer: Paula_Teague@NPS.gov Contracting Specialist: Brian_Tollensdorf@NPS.gov
Admin Camp Background/Summary The existing Wastewater Treatment Facility (WWTF) is at the end of its life cycle and the construction of its replacement is critical. To help alleviate risks associated with known drivers of escalating costs and schedule delays, Yosemite National Park is proposing establishment of an Administrative Camp (Admin Camp) for contractor use to support the construction of the WWTF. The Admin Camp is viewed as a cost savings/benefit to the WWTF contractor rather than as an additional project construction task. The Admin Camp is envisioned to provide a temporary housing location for staff near this major project like Fire Camps that provide temporary housing locations for staff near major fires. Based on the park’s longstanding proven success at deploying staff to manage emergencies, deploying staff to construct the WWTF next to the jobsite is foreseen as the most efficient way to complete the project on time and within budget.
The Admin Camp is intended to help relieve numerous project challenges:
Lack of lodging availability at per diem cost allowance Housing shortages in adjacent communities Insufficient supply of locally available labor Safety & productivity concerns with employees commuting long distances Contractor ability to staff jobs and retain employees
Project bids coming in within project budgets Work not being completed on schedule due to labor shortages
The following options are being considered within Admin Camp use by the Contractor:
Not at all (Contractor or sub-contractors will not use Admin Camp for housing labor. Housing will be provided by commutes from home or from local lodging accommodations)
Temporary use of 10 existing sites. This will require completion of vegetative fire clearance, minimum repairs, and Temporary Use Site Conditions below:
o All tree culling & brushing completed for fire safety o Trailer inspections, if required, responsibility of the Contractor o Compromised section of sewer main line adjacent to the lift station must be repaired o Back-up power at the lift station/generator with automatic transfer switch must be installed.
o Sewer laterals must be inspected via camera and flushed to insure they are intact and clear of roots/clogs prior to hookup (sewer mains already inspected) o Contractor responsible for minor repairs and maintenance to water and electric hook ups to ensure adequacy/ working condition/ safety of utilities (water quality not the responsibility of the NPS) o Contractor must provide NPS approved bear boxes at each existing pad, used bear boxes available within the site for relocation.
o No vehicles/ equipment/ trailers allowed off pavement.
o Contractor to provide plan for site access, phasing considerations, and length of occupancy.
o Existing trailers/structures within Admin Camp will need to be removed, prior to occupancy by the
Contractor.
o Demobilization: all contractor owned items brought on site must be removed
C1 Option: Construction of 21 new RV Sites per park approved design, completion of restoration requirements, plus option of temporary use of 10 existing sites as above
C2 Option: Construction of 30 new RV Sites per park approved design, completion of restoration requirements, plus option of temporary use of 10 existing sites as above
