Purpose: This is a sources sought notice for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses. The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The Bureau of Land Management (BLM) will use information obtained through this notice to develop an acquisition strategy.

The government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economic small business set-aside for the solicitation. Quality of responses received will be considered when making any small business set-aside determinations for this requirement.

Additional Information: Specification and drawings have been included with this notice. All documentation is considered to be in DRAFT format and has been provided for comment. Comments received may be used to make corrections, revisions, and/or other requirement changes depending on the nature and type of information received. Any comments provided shall be considered public information and the government reserves the right to use the information provided without restriction.

Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.

North American Industry Classification System (NAICS) code: 237110 / Water and Sewer Line and Related Structures Construction

Small Business Size Standard: $39.5M

Solicitation: The BLM anticipates issuing a request for proposals sometime during April-May of 2022.

Bonding: The BLM anticipates that bid, performance, and payment bonds will be required.

Magnitude of Construction: Between $1M - $5M https://www.blm.gov/

Anticipated Period of Performance: 365 calendar days after issuance of the notice to proceed.

Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to perform construction services for two construction phases as follows:

A) Base / Phase 1

1. Construction of wastewater lagoons and associated appurtenances.

2. Installation of influent conveyance system to serve four (4) new RV dump station stalls to include manual screen structure and two (2) 5,000 gallon septic tanks.

3. Equipping of potable water well.

4. Installation of water distribution system consisting of distribution lines set below frost lines from water treatment and pump house to RV dump station and four (4) new RV fill stations.

5. Construction of a 50,000 gallon bolted steel water tank.

6. Installation and connection of necessary electrical components required for system operations.

B) Alternate 1 / Phase 2

1. Installation of influent conveyance system to serve four (4) new RV dump station stalls.

2. Installation of water distribution system to serve four (4) new RV fill station stalls.

3. Required grading and construction of four (4) new RV dump and fill stations.

The project location is near the BLM Yuma Field office in Quartzite, AZ 85346. Refer to the DRAFT plans and specifications for more specific information.

Submission / Response Contents: Interested businesses (small or large) should submit the following information:

(1) Company name, DUNS number, address, point of contact, telephone number, and email address.

(2) Business classification type: Please indicate whether your company is classified as a large or small business under the NAICS code listed above. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108. Misrepresentation of size status can result in penalties. If large, please indicate if your company is an Indian-owned economic enterprise. If small, please indicate all relevant small business socioeconomic classifications as follows:

A) SBA certified Historically Underutilized Business Zone (HUBZone) business B) Service-Disabled Veteran-Owned Small (SDVOSB) business C) SBA certified Woman Owned Small (WOSB) business D) Economically Disadvantaged Woman Owned Small (EDWOSB) business E) 8(a) business (include program entry and expiration) F) Socio-economically disadvantaged business G) Indian-owned small business economic enterprise

(3) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.

(4) Information demonstrating experience and capabilities on projects of the same or similar size, scope, and magnitude. Information regarding projects completed under similar construction conditions is requested.

(5) Interested companies may also submit existing marketing materials such as capability statements and brochures.
