Questions and answers for Allegheny Spring ATV Heavy Trail Maintenance

Question 1 The A1 task order document mentions task sites but does not give a distance from the staging point. This information is needed to estimate time for moving in stone to each site.

Answer 1 Work locations that will require aggregate vary from 1.2 miles to 2.5 miles from staging point. In order to move materials in, normal maintenance will need to be completed before heavy maintenance sections that require aggregate. Best method for moving material in, is by a small trail track dump.

Question 2 Schedule of items has the (90701) mobilization pay item as MI and 7.3 is that suppose to be on the next line down (910) Trailway?

Answer 2 Mobilization is a separate pay item. And (910) Trailway is just a header for the next section. Please use new Schedule of items sent in previous email to send in with offers.

Question 3 If so, what would be the difference between the trailway and the (91106.1) normal trail maintenance pay item?

Answer 3 The difference between normal and heavy maintenance, essentially normal maintenance is reconditioning trail tread to its original template. In most cases, this work will include, regrading trail surface, cleaning drainage ditches, re-establishing or conditioning rolling dips and moving material that has been pushed to the edges back into the tread surface. Heavy maintenance would be essentially the same thing however in sections where there has been severe erosion, deep ruts etc.

Question 4 Would it be possible to get a map showing all the task sites along the trail? some of the pictures of the task sites are so close in that it makes it hard to determine their location along the trail.

Answer 4

Each attached (attachments in solicitation) screenshot of each section has a latitude and longitude coordinates in the bottom of the map, this will essentially take you to the exact location of each section. Also note the normal maintenance will be performed throughout the whole segment of the trail. I can build a more detailed map of work locations etc. through Arc GIS and send a PDF copy. Also note, that each work location is marked on the ground with a yellow tag, start stop and section number Question 5 Is the notice to proceed going to be issued right away or can it be at a later date as long as the work is finished by the May 25 date?

No bonds should be required unless over $35k. NTP would be issued immediately, and something would need to be completed in September, however that could be as simple as ordering supplies. Groundwork would be coordinated with the COR.

Due to the nature of the weather in this region, work should be performed between October and late November, or early May through June. Performing this type of work outside of those timelines, weather is almost always an issue.
