Question and Answers No. 3

Q1. We understand that each section F project can be no more than 1‐page and shall contain a sample project narrative. We also understand there can only be 10 section F projects totalling no more than 10 pages. Can IDIQ contracts be used as our section F sample projects as long as we keep that section F project to 1 page?

A1: The government require sufficient details of the task order requirements under the IDIQ.

Q2. Your answer to the extension requires us to submit the pdf version of our proposal to Twila Hopkins email address prior to 2PM Central time on April 1. Are the hard copies of our proposal also required to be delivered to Twila Hopkins by that same date/time?

A2: The government require the digital copies on 1 April 2020 at 2:00 PM Central Standard Time by “ftp” and DVD. The hard copies must be received NLT 15 April 2020 at 2:00 PM Central Standard Time. Please send your “ftp” to both addresses below:

Twila.a.hopkins2@usace.army.mil Keith.L.Short@usace.army.mil

Q3: We use external printing and binding services which currently have suspect availability due to the COVID‐19 crisis. In light of the current crisis and its associated encumbrances on normal business practices, would the District consider removing the requirement for five (5) hard copies of the submittal and accept only the one (1) cd containing an electronic version of all proposal documents? Or possibly even more appropriate given current government COVID‐19 guidance, accept a digital submission of all proposal documents using DoD SAFE?

A3: See Answer no. A2.

Q4: The original solicitation stated the E‐mail submittal is not allowed. A1 from the Q&A No. 2, states that a .pdf copy should be emailed by the deadline. Is this in addition to the 5‐copies and cd containing the .pdf required to be physically shipped by the original solicitation? Or does the emailed .pdf submission count as the official submittal received by the government?

A4: See Answer no. A2.

Q5: It seems that with the COVID19 pandemic, limiting physical shipments would be prudent.

Additionally, while most are sheltering it seems inconsistent with other government communications to have staff required in‐office for the printing, binding, and shipping prep, required for physical shipment.

We request that the Government accept an all‐electronic, email submittal.

A5: See Answer no. A2.

Q6: from Q&A No. 2, asks about which items are included in the page count. Specifically listing "Letters of Commitment". A6 indicates that these will be included in the page count. Q14 then asked if the Letters of Commitment count against the page limits and A14 Stated that they do not. Please specify clearly what will and will not be counted as this is a very important factor in how we build our submittal.

A6: Letters of Commitment do count.

Q7: In light of the COVID‐19 quarantines and the associated staffing issues creating lack of availability for interested vendors, will the government consider extending the due date for this solicitation?

A7: See Answer no. A2.

Q8: In light of the COVID‐19 quarantines, and if the government is unable to extend the due date, will the government consider allowing an all‐digital format submittal for the bid package to be sent via email attachment or file upload to FTP or server folder? This would support vendors with limited staff availability or who are telecommuting during the quarantines to try and still meet the 1 April 2020 submittal deadline but without the need to leave quarantine to publish hardcopies and get them physically mailed.

A8: See Answer no. A2.

Q9: There is currently no plan to extend the due date. Please remember to send your ".pdf" copy to:

twila.a.hopkins2@usace.army.mil by 1 April 2020 at 2:00 PM Central Time."

However in the RFQ it states under No. 5 SUBMISSION REQUIREMENTS "Interested firms having the capabilities to perform this work must submit five (5) copies and one (1) cd containing an electronic version of all proposal documents, each containing Parts I and II of the SF330 information for the prime firm and Part II for all subcontractors/consultants to the address listed below not later than 3:00 p.m.

local time on NLT 1 April 2020. E‐mails are not acceptable."

A9: See Answer no. A2.

Q10: So we are required to send an email with a PDF copy to twila.a.hopkins2@usace.army.mil by 1 April 2020 at 2:00 PM Central Time?

If the file is to large to send via email, will you accept a link to the file?

Which submittal is consider "Official" the receipt of the emailed PDF or the 5 mailed copies with 1 CD?

A10: See Answer no A2. Yes, a link will be acceptable. The email or link is the official copy.

Q11: New Question #1: In the Q&A #2, Q10/A10 stated: “Q10. In item 2.c., the solicitation indicates (for large business enterprise proposers) the types of small business enterprises that should be provided maximum practical opportunities to participate in the contract; however, it does not provide percentage participation goals for each type of small business enterprise. Are there specific percentage participation goals for each of the various types of small business enterprises?” And the reply stated “A10. No, just overall participation for the firms combined.”

A11: There is no change in the answer.
