Question and Answers No. 2

Q1. Is an extension of the submission date possible, given the current situation with COVID‐19?

A1. There is currently no plan to extend the due date. Please remember to send your “.pdf” copy to: twila.a.hopkins2@usace.army.mil by 1 April 2020 at 2:00 PM Central Time.

Q2. The solicitation states in the Past Performance Criteria, "Offeror’s should submit a single page narrative form and Past Performance data for all projects submitted in Section F under Specialized Experience and Technical Competence."

Q2a. Is this a 1‐page document that summarizes past performance info for all of Section F projects (total 1 page) and not a 1‐page document for each of Section F projects (total 10 pages)?

A2a. 10 total pages, 1 page for each sample project that you choose to include in Section F.

Q2b. Also is there a specific form that should use or is it at the contractor’s discretion?

A2b. The SF330 form for Section F should be utilized. It is the contractor’s discretion on how to use the form.

Q3. Does the USACE prefer the hard copy proposals in a hard binder or as spiral bound?

A3. No preference

Q4. If the Prime is planning on including Section F projects from their subconsultants, is it required that the Prime submit PPQs or CPARS for those subs projects?

A4. Not required, but that information may be included.

Q5. Under Criteria 4 (Past Performance) please define what is meant (required) by “Offeror’s should submit a single page narrative form”?

A5. Text description of the level of success/failure of yur firm’s projects should be included.

Specific sample projects should be provided under Section F for a maximum of 10 total projects. Past performance on Department of Defense and other contracts with respects to cost control, quality of work and compliance with performance schedules, as determined from ACASS/CPARS/PPIRS data, credible documentation included in the SF 330 and other sources.

Q6. Are the following items included in the 150 page count?

a. Cover

b. Cover letter

c. Letters of Commitment

d. Tabs (dividers)

e. Part II forms

A6. All are included.

Q7. A statement regarding a maximum of two awards is included in this solicitation. We interpret the description to mean that only large businesses could receive a second award (if aligned with a small business that receives a SB award). Will you please confirm that SBs cannot be considered for a second award, and if so confirmed, that SBs will not be evaluated negatively for being a team member on more than one large business proposal?

A7. A firm, large or small, can be a sub on any number of proposals. The limitation is that a firm, large or small can only be awarded a contract as a prime and also possibly as part of a JV or mentor‐protégé arrangement, but not additional arrangements other than as a sub.

Q8. The solicitation states font size shall not be less than 10. May we use a smaller font size in tables and graphics?

A8. Yes

Q9. We were a subcontractor on a DoD task order, but performed 90% of the work. If there is a CPARS, may we utilize this, or do we need to obtain a PPQ?

A9. You may include a PPQ. You cannot utilize a CPARS where you were not the prime.

Q10. In item 2.c., the solicitation indicates (for large business enterprise proposers) the types of small business enterprises that should be provided maximum practical opportunities to participate in the contract; however, it does not provide percentage participation goals for each type of small business enterprise. Are there specific percentage participation goals for each of the various types of small business enterprises?

A10. No, just overall participation for the firms combined.

Q11. In Item 4, Selection Criteria, Primary Criteria, Criteria 1: Specialized Experience & Technical Capabilities, it references SF330 Part I, Section F, and instructs that items a through k need to be addressed. Section F is the project descriptions. Is this correct, or was this actually meaning to reference Section H?

A11. Item 4, Selection Criteria, Primary Criteria, Criteria 1: Specialized Experience & Technical Capabilities should reference Section H (not Section F) and would be the appropriate location to address the listed criteria (a through k) in a narrative, tables, etc. Section F should be for sample project descriptions limited to 10 sample projects.

Q12. In Item 4, Selection Criteria, Primary Criteria, Criteria 4: Past Performance, it references SF330 Part I, Section H, and states that a “single page narrative form” be submitted for all projects in Section F.

Does this mean that Section H must devote 10 pages to the project descriptions already provided in Section F? Or was this actually meant to reference Section F instead? If so, does that mean that the projects in Section F must be limited in length to one page each?

A12. Section F should be where a single page narrative form is located for each sample project as opposed to Section H.

Q13. May we provide equipment lists in an appendix, as long as the document remains within the 150‐ page limit?

A13. Equipment should be addressed in Section H either by list or reference to an appendix containing the lists.

Q14. In Section 5, Submission Requirements, it states “If credit for the experience and past performance of key subcontractors is desired, copies of original letters of commitment shall be submitted.” Where should these letters be placed in our submittal? Will they count against the page limits? By “original” letter, does that mean an original, “wet” signature?

A14. Past performance information should be included under Section H. Letters of commitment can be included in an appendix if so desired. Copies are acceptable and do count against the page limit.
