Sole Source Justification
The National Park Service, Rocky Mountain National Park (ROMO) requires the outfitting of one Ford Police Interceptor Utility (PIU) SUV, model year 2025, for law enforcement operations. This vehicle will be commissioned to meet the operational needs of the Visitor and Resource Protection Division and must conform to strict standardization requirements for safety and uniformity across the patrol fleet.
ROMO maintains 23 law enforcement patrol vehicles, all standardized for officer safety and operational consistency. The new PIU must be configured exactly like existing 2021 PIUs to ensure uniformity in emergency response and high-stress situations. The installation involves specialized law enforcement equipment (radios, siren systems, prisoner cage, weapon mounts, radar units, and custom console configurations) requiring an experienced vendor familiar with NPS specifications and RM-9, Chapter 34 guidelines.
While other vendors may provide general upfitting services, the complexity and sensitivity of this configuration—combined with the requirement for exact replication of prior PIU layouts—limits viable alternatives. C. Recommendation and Certification by Program Office
Based on the above justification, I recommend this acquisition to be conducted using sole source acquisition procedures as specified in FAR Part 13. I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.
