About this file

This is a Notice of Intent to award a sole source contract issued by the Centers for Disease Control and Prevention (CDC) for NIOSH. The CDC intends to award a firm-fixed-price contract to Anthrotech Inc. for a two-day head and face anthropometry training program to be conducted at the NIOSH Pittsburgh, PA location. The training will cover traditional body measurement techniques and advanced 3D scanning methods, with hands-on practice using real participants and guidance on applying anthropometric data to product design, sizing, and fit testing. Training will be led by experienced experts with over 30 years of field experience. The contract goal is to equip NIOSH personnel with anthropometry knowledge applicable to human subject facial measurement initiatives related to respirator fit and to support NIOSH's Respirator Approval Program evaluation and testing initiatives.

NIOSH selected Anthrotech based on the company's specialized expertise in facial measurements related to respirator fit and 3D scanning technology for mask and respirator design. Market research identified other anthropometry training resources available, but they provide only general body anthropometry training rather than the specialized head and face anthropometry training needed to meet NIOSH's specific requirements. The training is intended to help NIOSH personnel understand facial dimensions, improve respirator fit testing methodologies, enhance worker safety and compliance, and conduct effective fit tests. Interested parties may submit quotations or responses to the contract specialist at Vga8@cdc.gov by close of business on March 2, 2026. All quotations received within 5 days of the notice will be considered, though the government retains sole discretion to determine whether to conduct a competitive procurement.

Text version

The Centers for Disease Control and Prevention intends to award a sole source firm-fixed-price contract to Anthrotech Inc. to teach a two-day head and face anthropometry training conducted by Anthrotech, Inc.

Anthrotech’s anthropometry training teaches both traditional body measurement techniques and advanced 3D scanning methods to ensure accurate and reliable data collection. The program includes hands-on practice with real participants to build consistency and precision. It also guides participants on how to apply anthropometric data effectively in product design, sizing, and fit testing. Training is led by experienced experts with over 30 years in the field Anthrotech specializes in facial measurements related to respirator fit and uses 3D scanning technology to capture detailed facial contours for precise mask and respirator design. This expertise enhances respirator fit, improving safety and comfort for users. NIOSH has successfully utilized Anthrotech’s training and expertise in the past to support its anthropometry and respirator fit evaluation initiatives. Anthrotech, Inc. provides head and face anthropometry training that NIOSH has successfully received in the past that can be related to routine evaluation and testing efforts involving respirator fit. Additional organizations and anthropometry training resources were identified throughout general market internet searches but were found to be general body anthropometry training.

These additional options would not be able to provide training specifically on head and face anthroponmetry like Anthrotech specializes in, which is the desired outcome for NIOSH so that the acquired knowledge and skillset can be applied to NISH’s respirator testing and evaluation inititives.

This service contract shall provide key NIOSH personnel the critical anthropometry knowledge and training that can be applied to core human subject and respirator fit initiatives performed regularly within the program. NIOSH personnel would benefit from obtaining the proposed facial anthropometry training for several reasons related to human subject and respirator fit initiatives:

• Understanding Facial Dimensions: Facial anthropometry involves measuring the dimensions and contours of the human face. This knowledge is crucial for NIOSH personnel to understand how varying designs of respirators would fit a diverse range of facial shapes and sizes.

• Improving Respirator Fit: Proper fit is essential for respirators to function effectively. Training in facial anthropometry would help NIOSH personnel understand how different facial features affect the fit of respirators, allowing them to assess and improve fit testing methodologies.

• Enhancing Safety and Compliance: By ensuring that respirators fit properly and understanding how respirator fit is correlated with a person’s facial dimensions based off of the foundations presented within this training, NIOSH personnel could better inform ways on how to reduce exposure risks to hazardous substances. This is particularly important in occupational settings where respiratory protection is required and critical for worker safety, such as in healthcare, mining, wildfire safety, and more.

• Conducting Effective Fit Testing: Training in facial anthropometry would equip NIOSH personnel with the skills necessary to conduct fit tests accurately, ensuring that the respirators selected for use are appropriate for the individuals wearing them based on their unique facial dimensions.

This training will be conducted at the NIOSH Pittsburgh, PA location.

This contract goal is to provide NIOSH personnel the necessary anthropometry training, as specified in the outlined tasks of Section 4, that can be applied to human subject facial measurement initiatives related to respirator fit and support NIOSH's Respirator Approval Program evaluation and testing initiatives.
