DRAFT STATEMENT OF NEED

Public Financial Data API for GRACE

RFI 75N992-25-SS-101

Note: This is a draft statement of need issued for market research purposes only.

It does not constitute the Government’s final requirements. See the detailed RFI for full information about the Government’s market research efforts.

1.0 SCOPE

The Advanced Research Projects Agency for Health (ARPA-H) Information Technology and Data Innovation Office seeks to support the procurement of data for the General Research Assistant and Content Engine (GRACE) and Advanced Unified Reporting and Organizational Research Analytics (AURORA) tools.

GRACE is an AI tool used by ARPA-H to accelerate program launches and healthcare research at ARPA-H. It automates tasks, provides insights, and manages sensitive data securely. GRACE provides a chatbot like interface where users can upload sensitive documents, query research databases and ask questions in a secure environment. GRACE is tailored to the needs of ARPA-H and connected to internal ARPA-H databases and external databases relevant to the needs of ARPA-H employees.

AURORA is a comprehensive data management and analytics platform to facilitate data driven decision making and enable continuous process improvement for understanding of organizational performance & effectiveness. AURORA facilitates a singular data capture with all key program artifacts and documents with the ability for data to be viewed in multiple visualizations throughout the entire lifecycle of a program. AURORA securely stores data for visibility following the least privileged principle.

Under this statement of need, ARPA-H seeks to procure access to market intelligence data in the healthcare industry via API to enhance the ability of GRACE & AURORA to inform ARPA-H stakeholders of industry trends, investors, deals and general public company meta data. One of the core features of GRACE & AURORA is connectivity to external databases to provide necessary levels of market intelligence about various healthcare industry entities. GRACE is designed so that when users ask a question that can be best answered via information retrieved via one of GRACE’s linked databases, the program will automatically query said database. For example: queries referencing.
