Solicitation A‐10‐042 Amendment No. 0005

Question - In regard to Question #2 [in Modification Number 0003] and its response:

“Required insurance” referenced in Clause B.3, paragraph 2, as identified in Clause H.2, indicates that the Contractor is required to procure and maintain property, liability and other pollution/environmental risk insurance. The Contractor is required to include these costs in CLIN XX01, a Firm Fixed Price CLIN.

While the answer to the question is clear, it does pose additional concerns/questions. Procuring these insurance coverages once the contract is awarded will not be at issue. However, it does not appear to be reasonable (or even possible) to obtain insurance estimates to place in a Firm Fixed Price CLIN, to which the Contractor would be accountable, without the actual value of the properties being insured. It is reasonable to assume that the only submission whose insurance value can be accurate will be that of the incumbent or their teaming partner Prime contractor.

Is it possible to provide all bidders a fixed value that can be plugged into CLINXX01 as a representative insurance value?

Answer – Treasury will not provide a plugged number. CLIN XX01 requires the Offeror to provide a single Firm Fixed Price for all work for Management and Other Operational support for the duration of the applicable period of performance, including the costs associated with H.2.

Once proposed, and accepted by the Treasury, the Offeror would be required to perform all required support at that dollar value for the duration of the contract. Treasury will not and cannot make business decisions for potential Offerors. Offerors should use their knowledge of the market and their best business judgment to include the costs associated with H.2 in the firm fixed price they intend to bid for this CLIN. Note that historical data has also been provided for informational purposes only, regarding the type, number and location of Real Property in inventory as of June 2010. However, Real Property in custody does change over time and there is no guarantee as to the type, number and location of Real Property that the Contractor will be required to manage at any given point in time.
