About this file
This is a Sources Sought Notice issued by the Department of Defense, Washington Headquarters Services Acquisition Directorate for Pentagon Graphic Design Support Services (Source Sought No. SY022520261127).
The Government is conducting market research to identify qualified contractors capable of providing comprehensive graphic design and exhibit support services for the Pentagon's Executive Services Directorate. The requirement encompasses research, design, fabrication, delivery, installation, quality inspection, removal, relocation, and temporary storage of museum-quality exhibits throughout the Pentagon. Services are classified under NAICS Code 541430 (Graphic Design Services) with a small business size standard of $9 million. The anticipated contract vehicle is a single-award Blanket Purchase Agreement with an estimated value between $3.5 million and $4.5 million over a five-year period from September 29, 2026 through September 28, 2031. Work will be performed within the National Capital Region and contractor sites, with placement of performance at the Pentagon requiring an approved contractor badge (no security clearance required). The proposed acquisition strategy transitions from historical sole-source 8(a) awards to a competitive small business set-aside. The Government actively encourages responses from all small business concerns, including 8(a) certified firms, HUBZone concerns, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, and Economically Disadvantaged Women-Owned Small Businesses.
Interested parties must submit capability statements by June 15, 2026 at 10:00 AM Eastern Standard Time to whs.mc-alex.ad.mbx.ks@mail.mil addressing four critical task elements: Project Management (minimum five years' experience with museum-quality exhibits for federal or national clients), Design and Research, Fabrication and Installation with in-house capabilities, and De-installation, Relocation, and Storage. Responses must include company administrative information (UEI, CAGE code, business address, NAICS codes, socioeconomic status), a three-to-five-page synopsis of relevant prior contracts from the last three years, technical capability statements with at least two project examples, confirmation of Pentagon access capability, quality control approach, subcontracting strategy and small business participation percentages, and optional comments on the draft Performance Work Statement addressing contract type suitability and labor category requirements. The Government will use responses for market research and acquisition planning to determine final solicitation strategy, which may include small business set-aside or unrestricted competition through SAM.gov or government-wide contract vehicles.
